JOB SUMMARY: The Property Manager has the primary responsibility of ensuring the property and compliance team is maintaining compliance as it relates to Tax Credit, LIHTC, HUD, EIV, MOR, REAC/NSPIRE, etc. The ideal candidate will have a minimum of 5 years’ experience in managing multifamily Project Based Section 8 and Low Income Housing Tax Credits (LIHTC), communities. The successful candidate must have well-developed interpersonal skills, communication skills, professional integrity and ability to complete assigned task in a timely manner. PRIMARY DUTIES include the following but are not limited to:
Conduct tenant reviews; process income and asset verifications; ensure 50059s are submitted in a timely manner.
Maintain EIV files and resolve EIV discrepancies.
Review move-in eligibility for approval.
Ensure Tax Credit recertifications are processed in a timely and accurate manner.
Organize records and maintain filing system for certification and EIV files.
Work with the compliance team to ensure compliance with LIHTC, HUD and investor expectations.
Prepare tenant documents for audits and reports; reconcile discrepancies; complete forms and other paperwork as required.
Maintain waiting list and transfer lists per HUD/LIHTC guidelines. Must possess exceptional analytical ability, problem solving capability and ability to improvise.
Possess working knowledge of the most recent version of the HUD 4350.3 Handbook.
Understanding of Federal and Local Fair Housing Laws.
Ability to adapt to evolving situations, work independently and meet deadlines.
Develop annual operating budgets, prepare monthly budget variance reports for finance statements and send them to owners.
Advertise, market, show and lease vacant units when vacant or upon receipt of a notice to vacate from a resident.
Engage attorneys to handle any legal matters concerning non-payment of rent, issues related to tenancy issues or other matter pertaining to the operation of the property.
Respond to emergency situations during normal business hours, evenings, weekends and holidays.
Supervise all vacant apartment turnovers.
Obtain, review and understand vendor contracts, insurance policies and other related documents.
Must have reliable transportation, a valid drivers’ license and maintain valid automobile insurance at all times throughout the duration of employment.
JOB REQUIREMENTS:
Must be Certified Occupancy Specialist (COS) and Tax Credit Certification.
A solid understanding of HUD (Project Based Section 8) and LIHTC program.
Experience in multiple program layers a plus.
Minimum 5 years’ experience supervising in property management.
5 years’ affordable experience working at a site level or similar compliance experience.
Strong administrative and organizational skills to work independently and as a team.
Superior communication skills and goal oriented.
Communicate effectively in verbal and written.
Education/Experience Requirements
College Degree preferred or work experience equivalent.
Knowledge of Yardi Voyager software is preferred.
Certified Occupancy Specialist (COS).
Tax Credit Specialist (TCS).
