This role focuses on expanding the fiber and communication platforms needed to support BGE's growing needs and the anticipated changes for the grid-of-the-future. The GCC Manager ensures all service levels are met, with a significant focus on client engagement and improvement opportunities related to the scope, cost, and timeliness of services.Key Responsibilities:

Networking Expertise: Demonstrate a strong understanding of networking, network design, and operations, with a particular focus on fiber optic network management. Ensure the expansion and maintenance of fiber and communication platforms to support BGE's strategic vision.

Day-to-Day Operations: Manage the day-to-day operations of fiber networking, ensuring optimal performance and reliability.

Resource and Financial Management: Efficiently manage resources and finances to ensure projects stay within budget.

Scope and Service Management: Oversee the scope of services, ensuring they meet client needs and identifying improvement opportunities.

Client Engagement: Maintain strong client relationships and ensure service levels are consistently met.

Collaboration: Work closely with the Sr. Manager of GCC and a matrixed team across BGE to leverage resources and increase productivity.

Operational Delivery: Deliver operational services and solutions on time, within budget, and with the required functionality.

Strategy and Policy Development: Participate in developing and implementing strategies and policies related to networking and network operations.

Project Management: Manage projects with a focus on ensuring timely delivery and adherence to budget, while mitigating change management risks.

Primary DutiesPRIMARY DUTIES AND ACCOUNTABILITIES

Fiber Network Design & Architecture:

Understanding of fiber network topologies (e.g., point-to-point, ring, mesh, PON).

Knowledge of utility-specific fiber applications (e.g., SCADA, AMI, protection & control systems).

Proficiency in fiber route planning and GIS mapping tools (e.g., AutoCAD, ArcGIS).

Ability to assess fiber capacity planning and expansion strategies.

Construction & Installation Oversight:

Familiarity with fiber optic construction methods (aerial, underground, micro trenching).

Experience with splicing, testing, and terminating fiber (OTDR, power meters).

Knowledge of permitting and right-of-way (ROW) requirements for fiber deployment.

Network Operations & Maintenance:

Experience in fiber network monitoring using Network Operations Center (NOC) tools.

Troubleshooting and diagnosing fiber faults and degradation.

Ability to implement and oversee fiber emergency restoration procedures.

Maintenance and inspection best practices.

Utility Communications & Integration:

Understanding of fiber optic role in utility networks (grid modernization, substation connectivity, automation).

Experience with best practices for utility fiber networks.

Familiarity with substation and field device connectivity via fiber.

Vendor & Asset Management:

Knowledge of fiber asset management systems (GIS, inventory tracking).

Understanding of vendor selection and contract management for fiber services.

Experience in budgeting and lifecycle management for fiber assets.

Job ScopeJOB SCOPE

This is an individual contributor position that works independently with little or no supervision. The position requires integration of business knowledge and functional priorities to address complex problems and non-standard situations. The position regularly mentors less experienced colleagues.

Financial Scope:

Direct impact on budget is substantial. This position has a direct impact on the Company's performance regarding several key indicators operational costs, System Average Interruption Frequency Index (SAIFI), Customer Average Interruption Duration Index (CAIDI) and Customer Satisfaction by managing scope, budget and schedule to within approved parameters, and providing structured and detailed reports to the appropriate Management team. Drives the development of strategic and reliability projects/programs/initiatives to ensure complete and successful implementation. Develops and tracks key milestones. Cost of failure would have a significant impact on Exelon reliability and financial goals.

This position is also key to maintaining the company's image and good standing with customers, regulators, and shareholders in regards to developing coordinating, and implementing high value strategic projects/programs/initiatives that have a direct link to either customer experience, reliability, or the bottom line results of the organization.

Contacts:

This position requires interfacing across Exelon Corporation with various levels of personnel in Customer Operations, IT, Regional Operations, Distribution Operations, Transmission Operations, Corporate Security, Communications, Regulatory, and Legal, as well as with external organizations such as PJM, governmental agencies, industry associations, municipalities, and other utilities. The ability to influence and build relationships across the organization, into the work force, and among the leadership team is critical. Position will serve as a change agent in the organization.

Will regularly serve as lead for cross-functional and cross company teams responsible for the integration of best practices through the organization. Oversees the establishment of business plans and objectives for multiple areas / departments. Develops performance indicators and tracking mechanisms to monitor results.

Minimum QualificationsMINIMUM QUALIFICATIONS

Bachelor's Degree in a business or S.T.E.M. field with a minimum of 7-10 years relevant experience.

Advanced knowledge and understanding of applicable standards, methods, processes and practices, business fundamentals, and performance metrics in the specific functional area supported by this position (e.g., electric or gas operations, customer service, transmission and substation, distribution system operations, regulatory and external affairs).

Advanced proficiency in standard software applications (e.g., Microsoft Project, Visio, Excel, & PowerPoint), and relevant specialized business applications (e.g., project portfolio management, requirements/test management, CIS/CRM, customer self-service, telephony, EPS, EAM, work management, & outage management) to support business needs.

Demonstrated business acumen and ability to create value with advanced problem solving, financial/analytical, performance management, negotiation, and conflict management skills.

Demonstrated ability to lead a cross-functional team. Demonstrated ability to build consensus, establish trust, meet critical deadlines, communicate effectively, and foster culture change.

Customer driven with demonstrated excellent written and oral communication skills and ability to interact with people of all levels.

Demonstrated ability to develop and implement process enhancements and efficiencies including new technology

In lieu of degree, 9-12 years of relevant experience.

Advanced knowledge of the practices, procedures and principles of project management. Ability to analyze complex business processes and systems, interpret and recommend alternative courses of action, and implement intervention strategies to attain performance targets.

Expert analytical skills for project evaluation including analysis of complex projects with economic, financial, risk and decision analysis. Proficient in business case development and ability to effectively present business cases to business unit leadership.
