The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking an experienced and highly skilled Classification and Compensation Manager (DOT Executive IV) within the Office of Human Resources. The Classification and Compensation Manager will manage MDOT's compensation programs, oversee base salary programs, pay equity, job evaluation, and conduct market analysis to determine the competitive positioning of MDOT's jobs.Key responsibilities for this role include but are not limited to:
Develop and maintain a fair and competitive salary structure across MDOT.
Redesign and maintain MDOT’s job evaluation practices to determine appropriate salary grades and classifications based on job responsibilities and market trends.
Manage the review and approve final decisions on non-delegated reclassifications and acting capacity requests.
Manage the performance of classification/pay studies for MDOT occupation areas to include developing new and revised classifications that reflect current work practices.
Research and analyze compensation trends and benchmarks to ensure the MDOT’s pay rates remain competitive.
Assist in the development of a compensation strategy to attract/retain talent.
Design and administer bonus, retention, and other incentive programs that align with MDOT’s goals, philosophy, and performance objectives.
Develop and revise compensation policies and procedures that adhere to MDOT’s philosophy, guidelines, and regulatory requirements.
Collaborate with payroll/finance to ensure accurate implementation and administration of compensation plans.
Provide expert advice and consultation to HR staff and managers on compensation-related matters.
Review compensation data to ensure internal equity and compliance with regulations.
Guide data analytics to evaluate the effectiveness of compensation programs and provide insights for decision-making.
Ensure compliance with federal and state laws/regulations related to compensation practices, such as Fair Labor Standards Act (FLSA) and Equal Pay Act.
