This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This Agency Procurement Specialist Lead functions as a Project Manager/Procurement Lead for the Office of Maintenance (OOM), Highway Maintenance Contract & Procurement Division. This position manages a full range of duties associated with complex/multi-phase procurements involving Invitation to Bid (ITB) and Request for Proposal (RFP) processes. The incumbent will also establish procurement schedules in accordance with SHA policy based on knowledge of internal and external contract processing/administration requirements by developing, preparing, reviewing, and submitting equipment, commodities, service supplies, maintenance contracts, and transportation related equipment, both over and under $50,000. This position ensures all procurement methods are in compliance with Maryland Department of Transportation (MDOT), State Highway Administration (SHA), state procurement laws and in accordance with Code of Maryland Regulations, Title 21. QualificationsMINIMUM QUALIFICATIONS:Education: Possession of a bachelor’s degree from an accredited college or university. Experience: Three (3) years of contract management or procurement experience involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with federal and governmental procurement laws, regulations and conditions. Selective Qualifications: One and one-half (1.5) years of the required experience must include reviewing plans, special provisions, and/or estimates of maintenance and/or commodity contracts to ensure compliance with applicable procurement rules and guidelines. A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). Notes:

Professional or paraprofessional contract management or procurement experience may be substituted on a year-for-year basis for up to four years of the required education.

Additional graduate education at an accredited college or university may be substituted at the rate of thirty credit hours for each year of the required experience.

Applicants may substitute the following written certifications, obtained through passing an examination for the required education: Certified Purchasing Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
