DescriptionICF is seeking a Senior Project Finance and Operations Manager to support U.S.-based and international project teams in their financial forecasting and reporting, project monitoring, and operations. The manager will serve as a liaison between the project team and corporate business services.Responsibilities:
Assist project managers with budgeting activities and forecasting and monitoring spending
Ensure that project activities are progressing according to work plans
Support international procurement: initiating and monitoring subawards
Reconcile project expenses
Liaise between project staff and corporate business services (e.g., legal, procurement, international operations, information and technology support, security, and human resources)
Ensure that project staff follow ICF corporate policy and client regulations
Establish new international offices
Able to travel internationally approximately 15% of the time.
Able to communicate in written and oral English
Qualifications:
Bachelor’s degree in business administration, finance, accounting, commerce, international relations, or related field
8+ years of experience managing project financial and operations
8+ years of experience supporting projects based in low- and middle-income countries
8+ years of experience supporting U.S. government contracts, cooperative agreements, or grants
Preferred Qualifications:
Master’s degree in related field
Experience working in sub-Saharan Africa
French communication skills
