Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: PEO IEW&S provides critical capabilities for Soldiers by providing high quality solutions to meet times sensitive requirements or more deliberate support as needed by our wide range of customers. This position is located at Aberdeen Proving Grounds, Maryland. Responsibilities Functions as a Senior Budget Analyst in a Program Executive Office working with a focus in Foreign Military Sales. Develop budget/program processes, procedures, and guidance for executing financial management plans and programs. Manages resources indirect and partial support to the Command's Security Cooperation and Assistance mission to ensure the FMS resources are accounted for separate from Army appropriations. Prepare monthly financial execution management reports and review charts for submittal. Brief and provide advice and recommendations to senior management. Monitor manpower requirements against changes in program complexity, scope, and deliverables and supports changes, and monitor adherence to meet mission requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include: 1) Assists with execution of the command budget for funds to provide guidance throughout the Foreign Military Sales (FMS) process; 2) Coordinating resources to identify reprogramming of budget accounts; and 3) Researching policies and procedures to provide updates and recommendations to senior level officials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11/NH-02). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Direct Deposit of Pay is required.
