We're seeking an experienced IT Portfolio Manager for Customer Facing Retail and Fuel area. In this role, you will work as a people manager for roughly twelve to fourteen software engineers &, application analysts. You will be a mentor and a coach for your team members and help them grow and develop their skills and their professional career while they deliver high quality and reliable systems that meets the Organizational needs

As a Senior Portfolio Manager, the candidate will be responsible for delivering a portfolio of projects and programs working with the solution delivery/engineering team and will lead a team of internal and external Project/Program managers and scrum masters to provide project delivery and execution by leveraging the processes, technology, tooling, and governance needed to achieve quality deliveries and attain business value. The Portfolio Manager also facilitates the Scaled Agile Framework (SAFe) Agile Release Train (ART) processes and program execution, escalates impediments, manages risk, and helps drive program-level relentless improvement. The Portfolio Manager is responsible for facilitating program-level work within the SAFe framework and for providing Agile coaching to all teams on the ART.

DUTIES & RESPONSIBILITIES:
  • Effectively plan, organize, and direct the completion of large, complex portfolio of projects and products delivering highest value to the business while managing risks and issues to minimize scope, budget, and schedule impacts.
  • Act as single point of contact for managing a Portfolio of building synergies between unrelated/related products, projects, or programs, aligning strategic business objectives, increasing business value through people management, change control, risk management, and resource management.
  • Anticipate and aggressively remove obstacles that slow down progress, escalate and mitigate risks/issues to multiple levels of management, including executive leadership teams across the organization.
  • Partner with solution delivery/engineering teams to drive program planning and delivery for both waterfall and agile initiatives.
  • Ensure compliance to Project Delivery methods, tools, framework, and IT controls.
  • Partner with the IT Budget Management team to actively manage and deliver the financial commitments for an investment portfolio of $40-$60M. Partner with Finance, Project Teams, and Value Stream owners to ensure all financial cadences (e.g., Quarterly budgeting cycles, month-end closings, etc) are supported by and aligned to portfolio financials.
  • Partner with the IT Release management function to identify interdependencies and risks across the IT product and project portfolio.
  • Manage supplier performance to ensure that contractual agreements are met.
  • Key partner for change management to support building an organizational readiness and change management plans to successfully execute new initiatives.
  • Monitor portfolio health through OKRs and portfolio metrics and financial status against relevant constraints, including Strategic investment guidance, Portfolio budgets Vendor Contracts, and Operating budgets.
  • Apply concepts of Lean Portfolio Management, driving a focus on driving the delivery of value to customers through the creation of products and solutions.
  • PMO Maturity, Process & Tools:
    • Execute up on and contribute to process improvements and best practices across PMO to support delivery excellence.
    • Actively drive the transformation of waterfall projects to agile
  • Train, mentor, and support the agile/scrum teams to effectively follow agile methodology
  • Lead and inspire IT teams in Project & Program Management to develop and establish a high performing, service driven culture committed to failing fast, leaning out waste and, delivering business value.
  • Recruits, retains, and develops exceptional software engineering talent.
  • Excellent communicator with strong interpersonal skills that helps align a high-performance team around a vision yet open to out-of-the-box thinking.
  • Able to actively solicit, synthesize and deliver timely and meaningful feedback for effective career planning for staff. Able to set clear expectations for team members.
  • Work with other IT and business leadership to determine priorities and resolve resource constraints.
  • Collaborates with Product Team Managers, Architects, Product Managers and Product Owners to advocate for and ensure the prioritization of the right work at the right time.
  • Provide management and guidance for the Agile Release Train (ART) relating to utilization of Agile practices and how to best ensure successful execution of Program Objectives.
  • Provide Agile coaching to all members of the ART, as needed, to ensure proper program execution and program/feature grooming, including guidance on work breakdown for user stories, prioritization, estimation of work, evaluation of team velocity, decision-making, resourcing, removing impediments, and ultimately, delivery of value.
  • Assess the Scaled Agile maturity of the team and coach the team to attain higher levels of maturity.
  • Assist with internal and external communication and improve transparency of information and decisions.
  • Work with all team members and stakeholders to achieve alignment.
  • Collaborate with other areas to ensure delivery of program level objectives across the business.
  • Driving delivery of train value and reporting on the value achieved.
  • Provides broad oversight to ART capacity, budgets, and costs to ensure valuation optimization including tracking, reporting, and communication to leadership.
  • Schedule and facilitate key train ceremonies including Pre- and Post- Program Increment (PI) planning, PI planning, Scrum of Scrums, and ART Sync meetings.
  • Continuously improve and facilitate innovation on the train by leveraging the Innovation and Planning Sprint, Inspect & Adapt, and Train Retrospectives.
  • Aggregate ART teams' objectives into Program PI Objectives.

QUALIFICATION & EXPERIENCE:
  • Master's degree in Computer Science, Information Systems, Organizational Management, Engineering, Business, or related field preferred.
  • 15+ years practical experience at varying levels of project/program management
  • 3+ years as a Release Train Engineer leading teams having atleast 10 direct reports.
  • Comprehensive knowledge of or experience with an enterprise SAFe Agile process. This includes tools and techniques, including Kanban boards, user story writing, burndown techniques, and retrospective facilitation.
  • Excellent communication and mentoring skills.
  • Experience in Retail industry and Retail technologies.
  • Thorough understanding of enterprise software development lifecycle; ability to adjust and apply this knowledge in a dynamic environment using agile methodologies
  • Bring a data-driven approach to decision making, both in day-to-day activities and when helping others make strategic trade-offs
  • Self-starter with the ability to lead teams through ambiguity to solve problems and drive results
  • Strong organizational, communication, interpersonal, relationship-building skills conducive to collaboration; able to work well in a cross-functional environment
  • Excellent analytical and problem-solving skills with a history of hands-on, detail orientated
  • Familiarity with secure code design principles and practices.
  • Ability to establish credibility and rapport with senior executives and technical and non-technical team members alike
