Supplemental InformationDepartment MISSIONDCFS is working to keep children safe, helping individuals and families become self-sufficient, and providing safe refuge during disasters. This position is located in the DCFS-Workforce Development section. The Workforce Development Specialist will be responsible for stabilization of STEP participants who have overwhelming barriers preventing participation and retention in work. The incumbent of these positions would be expected to have frequent face to face contact with participants to properly assess service needs and to ensure referral for services have been engaged and are alleviating barriers. A strong knowledge of the social service safety net programs available in the area of work is important to success. Collaboration with other STEP staff and Workforce Development is an important aspect of the incumbent’s work. This work will include the Goal4It model of case management, knowledge of the model and a high level of proficiency in the model will assist in engaging participants in their stabilization plan. This position will also be the unit’s lead worker. The incumbent will also serve on the team developing standard operating procedures and policy related to this work. Extensive Travel is required. The domicile of this vacancy will be based upon the applicant selected. This vacancy is for the Shreveport region.This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months. For additional information about this vacancy, please contact Pam Suire via e-mail at [email protected] QualificationsMINIMUM QUALIFICATIONS:A baccalaureate degree plus two years of professional administrative services, social services, or workforce development experience.SUBSTITUTIONS:Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. NOT ALL POSSIBLE TASKS ARE INCLUDED.Works with employers and community stakeholders to understand the needs of Skills, Employment, and Training (SET) participants on public benefits and supports employers and vendors in hiring and providing services to this population.Serves as a liaison between the state and providers (vendors and employers) working with SET program participants.May assist in the application progress for potential providers.Support SET participants to prepare them for work per the specifications of potential employers.Negotiates contracts: initiates contract processing, and monitors spending and service delivery through regular communication with contract services staff.Gathers interprets and evaluates program data and research and reports findings to program leadership.Reviews invoices for programmatic requirements for SET program providers.Interprets program policies to ensure consistency with federal and state laws and regulations, program directives, and agency policies and procedures.Assess SET participants for barriers to employment and develop relationships with community providers to address the barriers to employment such as mental health, substance abuse, and domestic violence, and create a referral to connect participants to the needed services.
