Responsible for management of personnel to ensure receiving of required training, to include on the job compliance to environmental and safety required training and other training identified to ensure their day to day job performance is accomplished safely and to improve their job skills. Evaluate and assess their skills competency. Develop and implement procedures for property functions to comply with MOC and Doe requirements. Coordinate and establish work related goals, providing feedback of daily performance to include quality of performance, quantity, compliance to ESandH and dependability to complete their task. Cultivate personnel to maintain effective and efficient warehouse housekeeping practices routinely. Mentor personnel with organizational skills to improve their productive growth. Approve personnel time cards, vacation request and sick leave.

Organize and assign task in alignment with property operational requirements of accountability, requisitions, receiving, storing, issuing, utilization and disposition of warehouse stores materials and equipment to comply with MOC contractual requirements. Assign personnel to organize warehouse storage space to ensure utilization of storage areas. Administer care in stores program established in property procedures. Enhance warehouse storage areas to improve quality and productivity of work performance with innovative ideas. Direct personnel to perform at a minimum twelve primary functional areas are assigned. These areas include, acquisition, receipt of material and services, accountable records management, proper storage and movement, authorize consumption and utilization, care and storage maintenance, physical inventory care and accountability, subcontract administration and management, surplus disposition, internal audit and surveillance, transportation and control of outgoing shipments to include hazardous material. Plan daily tasks and prioritize to support site functional operations.

Establish financial requirements for effective warehouse operations, including emergency supplies and day to day operational supplies and equipment for the site. Forecast future requirements for operations of warehouse equipment. Identify priorities by funding availability. Monitor financial commitments to stay within budget limitations. Operate to the maximum extent possible to reduce cost. Utilize micro-purchase procedures to minimize cost. Use financial reports to monitor and maintain fiscal responsibility.

Provide direction, motivation, coaching of employees on a daily basis to ensure the commitment to MOC?s mission to operate the SPR in a safe, secure, environmentally responsible and effective manner. Implementation of the cares in stores program ensures that spare equipment and required repair parts are continually in a state of readiness to meet the mission of draw down ready. Conduct cycle counts and walk through inspections of areas, review materials and evaluate equipment to assist in maintaining assurance in accountability of inventories to ensure obligations are met for safeguarding funding material. Interface on continual basis with internal and external customers directly to support their requirements. Prioritize value and non-value task for cost saving ideas. Establish and enforce principles that are based upon high standards, ethical behavior and value based performance.

Perform trend analysis on various requirements listed in the Supply Services Manual, attend meetings as required, participate in weekly conference calls with peers, meet site goals, review documentation to ensure completeness and correctness. Actively participate in ERT drills and emergencies. Aggressively encourage VPP, ISO, Malcolm Balridge qualities, and behavioral safety program in property employees. Establish and set benchmarking standards, review professional journals and partnership with peers to enhance each sites capability.REQUIRED: High School Graduate or GED and ten years experience in roperty related field of which a minimum of five years in a Supervisory or Lead Storekeeper role. Good written and oral communication skills. Experience preferred in Government Property Accountability. Computer literacy required.CERTIFICATIONS, LICENSES: This job has ongoing competency and training requirements and or certification requirements to become fully qualified in the job. These requirements are established under the MOC Performance Development Department.
