matters.
Develop and implement policies and procedures, advise management on
the proper use of funds, ensure managers maintain adequate funding
levels and controls throughout the year, provide reports and budget
updates, etc.
Develop and coordinate the planning, formulation, and execution of
the budget.
Conduct long range budget planning, provide projections based on
variable factors, evaluate how budgetary changes impact program
goals and operations, and provide recommendations on budget
allocation and resulting changes in program operations.
Identify, analyze, and resolve budgetary problems, such as those
requiring the development of alternate methods of funding when
unstable funding levels necessitate reprogramming throughout the
fiscal year.
Prepare a variety of reports relative to the status of funds,
expenses, and obligations.

QualificationsThis position involves a multi-grade career ladder. The major duties
listed below represent the full performance level of GS-09. At the
GS-07 grade level, you will perform assignments of a more limited
scope and with less independence. You will progressively acquire the
background necessary to perform at the full performance level of
GS-09. Promotion is at the discretion of the supervisor and is
contingent upon satisfactory performance, availability of higher
level work, and availability of funds.EXPERIENCE: You must have one (1) year of specialized experience
that has equipped you with the particular knowledge, skills, and
abilities to perform successfully the duties of the position, and
that is typically in or related to the work of the position to be
filled - Budget Analyst. To be creditable, this experience must have
been equivalent to at least the next lower grade (GS-05) level in
Federal Service. Qualifying specialized experience is experience
utilizing knowledge and understanding of governing budgetary
policies, precedent setting decisions, procedures and regulations to
insure that budget forecasts and estimates conform to requirements,
guidelines, and financial objectives. OREDUCATION: One (1) year of graduate-level education in such
education must demonstrate the knowledge, skills, and abilities
necessary to do the work. Education must be qualifying for and
related to the fiscal and budgetary field. One year of full-time
graduate education is considered to be the number of credit hours
that the school attended has determined to represent 1 year of
full-time study. If that number cannot be obtained from the school,
18 semester hours should be considered an academic year of graduate
study. Part-time graduate education is creditable in accordance with
its relationship to a year of full-time study at the school
attended. (A copy of your transcripts must be submitted with your
application.) ORCOMBINATION: A combination of specialized experience as described in
A and graduate education as described in B which totals at least one

application.) ORSuperior Academic Achievement: Possess Superior Academic Achievement
(SAA) at the baccalaureate level in the coursework detailed above.

possible 4.0) for all completed undergraduate courses, or those

possible 4.0) for all courses in your major field of study, or those
courses in your major completed in the last two years of
undergraduate study.
Membership in a national honor society (other than freshman honor
