SummaryThis position is located in the Department of Homeland Security, United States Coast Guard, Eighth Coast Guard District in New Orleans, LA.ResponsibilitiesThis provides Maritime Security preparedness planning, subject matter expertise, and technical support for Area Maritime Security (AMS) plans and procedures with a subspecialty in Marine Transportation System (MTS) recovery, as well as serve as a port security planning and maritime security, and infrastructure recovery to include salvage response and resumption of maritime commerce.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing, maintaining, testing, and when necessary, supporting implementation of AMS (SRP) and MTS recovery plans.Coordinating consultation and advisory and technical support with AMSCs and other stakeholders.Researching, developing, and maintaining data detailing marine salvage response capabilities within Captain of the Port (OTP) Zones covered by AMS Plans.Serving as the Subject Matter Expert (SME) for MTS Recovery Units (MTSRU), MTS Recovery Assist Teams (MTSRATs), or similar Coast Guard supplemental support activity, deploying to field locations when directed, for all forms of Transportation Disruptions.Providing preparedness planning and incident management technical support for the development of linkages, compatibility and mutual support among AMS, Area Contingency, natural disaster, mass rescue, radiological/nuclear detection, and similar port-level plans and procedures.Assessing maritime security risks to MTS recovery waterways and harbor clearances including salvage response activities and coordinated planning and implementation of deterrence and protection measures.RequirementsConditions of EmploymentU.S. Citizenship is required.This position requires a Secret clearance.Males born after 12/31/1959 must be registered for Selective Service.All qualification requirements must be met by the closing date of the announcement.QualificationsTo Qualify at the GS-12 GRADE LEVEL:Applicants must have one year of specialized experience equivalent to the GS-11 in federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Examples of specialized experience include: Providing Maritime Security preparedness planning, subject matter expertise and technical support for Area Maritime Security (AMS) Plans (AMSP's) and procedures with a subspecialty in Marine Transportation System (MTS) recovery, including marine salvage and removal of obstructions to navigation.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
