The agency acts as a monitor and subject matter consultant for Medicaid’s Coordinated System of Care contract and the Healthy Louisiana plans, which manages specialized behavioral health services. OBH also delivers direct care through grants, state-owned hospitals, and oversight of behavioral health community-based treatment programs through the human services districts and authorities, also known as local governing entities (LGEs). Further, OBH should ensure that these behavioral health services are accessible, have a positive impact, are culturally and clinically competent, and delivered in partnership with all stakeholders.OCCUPATIONAL SUMMARY:This position will be integral to the implementation of the below described initiatives within the OBH Business Intelligence Unit.As of 2024, Louisiana currently has six providers participating in SAMHSA’s Certified Community Behavioral Health Clinic (CCBHC) program. A CCBHC is a specially designated clinic that provides a comprehensive range of mental health and substance use services to vulnerable populations, and must serve anyone who walks through the door regardless of residence, diagnosis, or insurance status. They must directly provide (or contract with partner organizations to provide) nine types of services, with an emphasis on the provision of 24-hour crisis care, evidence-based practices, care coordination with local primary care and hospital partners, and integration with primary care.CCBHCs dramatically increase access to care, expand the state’s capacity to address the overdose crisis, reduce mental-health related hospitalizations, help address the workforce shortage, and create innovative partnerships with law enforcement, schools and hospitals to improve care. The CCBHC model is recognized nationally as an outcomes driven approach to integrated health care, and a critical part of the health care delivery system. OBH is implementing a CCBHC initiative with the objectives of (1) developing the Louisiana CCBHC Certification Program, (2) certifying the six existing CCBHCs, (3) identifying reimbursement options, and (4) recruiting and preparing new CCBHCs to ensure statewide coverage.In addition, the Louisiana Department of Health (LDH), in partnership with the Department of Public Safety and Corrections (DOC), is preparing for implementation of a Reentry 1115 demonstration waiver to improve access to critical services for justice-involved individuals, with a focus on engagement in and continuity of care for substance use disorder (SUD) and other behavioral health needs. The waiver authorizes certain services to be delivered during the 90-day pre-release period for Medicaid-eligible individuals housed in participating prisons and jails. The state must comply with milestones and Special Terms & Conditions (STCs) as mandated by the Centers for Medicare & Medicaid Services (CMS).Essential Functions:50% Overseeing and establishing the development of reporting infrastructure as needed for tracking utilization, access to care, clinical outcomes, and program costs related to CCBHCs and the 1115 Re-entry Waiver. Meet with stakeholders to identify necessary reporting elements. Work with LDH and contractors to ensure creation of databases and data elements as needed. Provide input related to efficiencies and processes while developing the reporting infrastructure.30% Data collection, analysis, and reporting related to CCBHCs and the 1115 Re-entry Waiver. Collaborate with State staff to develop appropriate report templates that meet State and federal reporting requirements and needs. Create ad hoc reports as requested. Collaborate with third party Contractors, as needed to develop and/or implement templates and various reporting and analytical tools and processes.10% SQL/SAS database query development related to CCBHCs and the 1115 Re-entry Waiver. As requested, develop coding for all ad hoc queries from both internal and external databased, related to CCBHCs and the 1115 Re-entry Waiver.
