EXPERIENCE SUBSTITUTION: Every 15 semester hours earned from an accredited college or university will be credited as six months of experience. Job ConceptsFunction of Work:To perform complex, often specialized, paraprofessional duties that require independent judgment to accomplish in support of the staff members and/or operations of an organizational unit or program.Work requires individual discretion in the application of policies and procedures. Duties increase in scope and complexity, and consist mainly of departmental-program duties.Level of Work:Advanced.Supervision Received:General from higher-level clerical and/or supervisory personnel.Supervision Exercised:May supervise 1-2 lower-level personnel.Location of Work:May be used by all state agencies.Job Distinctions:Differs from Administrative Coordinator 3 by the presence of paraprofessional duties that involve a higher degree of specialization, complexity, and/or independent judgment.Differs from Administrative Program SpecialistA by the absence of professional-level duties that involve a variety of administrative functions or management of a departmental or statewide program.Examples of Work35% Responsible for administrative and operational human resources duties to include but not be limited to processes personnel and payroll forms needed to complete appointments, merit increases, promotions, transfers, and separations, etc.; Evaluates, updates, calculates, and monitors annual/sick leave usage and prepare bi-weekly reports to disseminate to the Directors and Chiefs. Schedules employees for training classes and documents the completed coursework.Schedules interviews, drug and background screenings, and processes reference checks of selected applicants. Sets up schedules for new hire orientation and provides employees with required documents and required employee badges. Establishes personnel files and assists with maintaining employee files in accordance with LSBN Records ScheduleAssists the Chief Administrative Officer and the Human Resources Analyst with employee/personnel projects, including but not limited to: writing and editing policies, memos, and other confidential communications; reconciling invoices for employee benefits, coordination of employee appreciation/celebration events, as needed.35% Provides confidential administrative and technical assistance to the Chief Administrative Officer with duties that require a high degree of independence and judgment in determining the approach/action to take in non-routine matters. Provides technical and administrative assistance in a variety of administrative areas, including but not limited to LSBN fiscal, personnel, risk management, property/building, security, telecommunication, records retention, travel, and other departmental matters. Collects and compiles departmental or agency data for monitoring or reporting purposes. Prepares materials needed for meetings, such as agendas, handouts, binders, etc. May attend meetings and transcribe minutes. Maintains departmental electronic and paper files in a manner that ensures completeness of documentation and is easily retrievable.Provides administrative and technical support to CAO in preparation of contracts, amendments, and securing approvals from DOA; Communicates with contractors to obtain supporting documentation and signatures as directed; Drafts and updates template letters as required. Effectively communicates with internal and external relationships in writing, telephone, or e-mail. 25% Serves as a member of LSBN’s Records and Information Management team. Assists in the implementation of LSBN’s new e-records management initiative; Assists with capturing, quality assurance, and disposition of agency records which includes but are not limited to the following:

Receives, sorts, pre-processes, and scans incoming records using imaging system to create quality-level document images; Reviews and analyzes documents and enters descriptive and other metadata into the information system, including the ORBS import; Implements quality assurance procedures to ensure the integrity of documents, electronic images, and/or metadata.

Identifies and reviews record retention requirements and plans for the destruction of records, for both on-site and off-site records; Presents final recommendations for records practices for review and action; Processes disposals in accordance to LSBN approved Records Schedule and Agency/Department policies.

Implements the records audit process for record destruction and maintains logs and related memorandum for destroyed records. - Provides status report for retention and destruction activities conducted during the fiscal year.

5% Assumes other duties as necessary for the smooth and efficient operation of the LSBN and the Operations Department.

Works cooperatively as a member of the team assisting, supporting, and relieving other staff members as needed.

Trains and provides on-going backup and support for all front-desk and mail procedures, including departmental mail received via ORBS import.

Works closely with staff throughout the agency to ensure proper scanning and indexing of agency records. Verifies and certifies document legibility and integrity.

Effectively manages communications and keeps CAO and supervisor informed of issues and concerns.

Maintains excellent customer service to external and internal customers guided by mutual respect.

Participates in strategic planning and organizational development efforts. Participates in departmental performance and process improvement activities as opportunities arise.
