Supplemental InformationOffice of Mineral Resources – Mineral IncomeThe Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board. To ensure that all revenues are properly classified, the Division enters the payor information on new and existing LUW codes (Lease, Unit, Well) into the SONRIS Program. The Division also generates and processes Payor Registers which are mailed to the various payors for verification of State Decimals.The Division also performs audits of payor companies, including audits of major companies every three years, with auditors based in Houston and Dallas, Texas, as well as Baton Rouge, Louisiana. The field auditors work onsite at payor company offices, reviewing company records of items such as product allocation, volumes production and disposition, sales revenue and deductions, and oil and gas contracts, to determine compliance with payment obligations.Employees are eligible for flexible work schedules upon hire and up to two (2) days of telework after six (6) months.POSITION INFORMATION:The incumbent in this position serves as a special assistant to the Audit Director for the Office of Mineral Resources (OMR), Department of Natural Resources (DNR) and performs work that assist accounting and auditing professionals in the performance of various tasks within the mineral income accounting and/or auditing processes. Work is performed in accordance with the standards and procedures of the Council of Petroleum Accountants Societies (COPAS), generally accepted auditing principles and techniques, policies and procedures of the State Mineral and Energy Board and the Department, and state and federal laws, rules, and regulations for the receipt and control of mineral revenue. Additional duties include, but are not limited to the following:

Incumbent is responsible for making all travel arrangements and scheduling lodging; preparing travel reports and all supporting data, ensuring that all arrangements are made within travel guidelines, acting as liaison between fiscal and Mineral Income on travel related issues, obtaining all required signatures and submitting for payment.

Incumbent is responsible for the preparation of memoranda, letters and technical correspondence for the Audit Director's signature, including audit requests and engagement letters.

Incumbent is responsible for all purchasing and supplies for the Mineral Income Division.

Incumbent also works closely with the Fiscal Division to ensure payment and processing on all orders and invoices.

Incumbent is responsible for screening all telephone calls and visitors for the Audit Director and the Office of Mineral Resources, deciding priority and asking for direction from Division Staff, when necessary, to determine the most expedient manner to assist the caller or visitor.

Incumbent prepares memoranda and correspondence for execution by the Audit Director and Audit Managers.

Incumbent prepares the necessary Audit report documents, such as penalty waivers, recoupments, etc.

Incumbent attends the monthly Mineral and Energy Board meeting and prepares the Audit report for signature by the committee chairman and also distributes the report.

Prepares outgoing correspondence for the Mineral Income Division.

Incumbent maintains the mail log, reviews, prioritizes and distributes the mail. Organizes, maintains and files documents produced by the division.

Incumbent provides assistance for other administrative and clerical staff in the Office of Mineral Resources as needed and other duties as directed by the Audit Director.
