Summary About the Position: Position located with the 1st Army Division East, HQ, 4th Cavalry BDE, Fort Knox, KY Responsibilities Interprets budgetary policies, guidance, and procedures issued by higher headquarters and independently develops and issues subsequent policies/guidance for use within the Brigade. Allocates funds to individual activities/functional areas based on analyses of activity budget estimates, historical expenditures, projected workload, and approved funding. Responds to numerous requests for budget-related information/statistics from higher headquarters for their use in briefing top Dept. of the Army (DA) and Congressional officials. Formally or informally briefs Brigade staff, managers, and higher headquarters personnel on budget-related issues. Identifies requirements, shortfalls, and trade-offs and prepares appropriate supporting documentation. Specialized Experience: One year of specialized experience which includes :1) Analyze, interpret and apply policy, and regulatory decisions to develop budgetary plans, policies, and guidance, and make adjustments to the budget; 2) Apply budget processes, procedures, and requirements to formulate, justify, present, and monitor the execution of budget; 3) Apply analytical techniques to evaluate the cost effectiveness of program activities to forecast multi-year fiscal requirements; and 4) Provides advice to managers on potential and actual funding matters that may impact the accomplishment of program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification and Presentation Concepts, Policies, and Principles of Budget Decision Support Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
