Position number : K0245891 Location of Employment: Kansas Judicial Center, Topeka, KS Position Title and Salary : Policy Compliance Officer, grade 55, $92,961 annually Kansas Judicial Branch Benefits State Employment Center - Benefits (ks.gov) (https://admin.ks.gov/services/state-employment-center/benefits) Job Duties: The Policy Compliance Officer is responsible for ensuring safe and ethical practices throughout the Kansas Judicial Branch (KJB). They will identify areas of noncompliance with the law and work with management and staff to develop appropriate remedies. They will also conduct internal reviews and audits. The Policy Compliance Officer will have strong communication skills as they will regularly work with a variety of managers and staff across the organization. They must also be able to effectively manage their own staff to successfully execute a compliance program and mitigate any risk to the organization. EXAMPLES OF WORK PERFORMED (Position may not include all duties listed and duties listed may not cover all duties that may be performed.)
Analyze KJB operations for compliance with legal and ethical standards and develop a clearly defined compliance program that includes appropriate control systems.
Create, modify, update and implement KJB policies and procedures and ensure operations adhere to those policies and procedures.
Design and deliver ongoing training programs for employees in coordination with the education team.
Work with the executive team and other managers to ensure that operations are in line with policies and procedures.
Communicate with staff to make sure everyone is aware of expectations for compliance with policies and procedures and laws, rules, and regulations.
Regularly report to management the KJB’s compliance with policies and procedures and laws, rules, and regulations.
Address any noncompliance situations with appropriate remedies including consultation with management, the development of realistic plans to overcome the issues, and additional training.
Create a regular review and auditing program to identify any potential weaknesses or noncompliance issues and successfully implement that program.
Manages the organization's risks management and risk reduction.
Effective management of compliance staff to accomplish organizational goals.
Required Education and Experience:
Minimum Requirements:
Bachelor’s degree in accounting, business, economics, finance, legal studies, management, or another related field.
At least two years of experience in a related field.
Proficient in Microsoft Office applications.
A valid driver’s license.
Preferred Qualifications:
Juris Doctorate, Master of Public Administration, or related degree that demonstrates the capacity to perform the essential functions of the position.
At least three years of work experience within a court system.
At least five years of experience in a related field.
Knowledge, Skills, and Abilities:
Knowledge of the organization, mission, and vision of the Kansas Judicial Branch.
Knowledge of applicable common law, local, state, and federal statutes, and the Rules of the Kansas Supreme Court.
Knowledge necessary to a nalyze, synthesize and communicate complex data, clinical information, business needs and related issues in an accurate, objective and straightforward manner.
Strong interpersonal skills in all dealings with government and regulatory entities.
High level skills at building professional relationships and strategic partnerships both internally and externally to the KJB.
Advanced skills in organizing, planning, developing, and managing programs and prioritizing work.
Skills in critical thinking, risk assessment, and problem-solving.
Skills in leading, developing, and growing a compliance program.
Skills in effectively managing time and resources in order to accomplish goals.
Ability to understand and implement Office of Judicial Administration policy in areas of assigned responsibilities.
Ability to gather and analyze meaningful data.
Ability to maintain professional working relationships with court personnel and the public in formal and informal settings as a representative of the Office of Judicial Administration.
Ability to communicate clearly and effectively, whether orally or in writing, with judges, other court employees, and the public.
Ability to set clear, professional boundaries and maintain confidentiality.
Ability to make decisions that require considerable judgment, initiative, discretion, and ingenuity in areas where there may be little precedent.
Ability to prioritize work, work independently without daily direct supervision, and manage a variety of projects elements simultaneously.
Ability to maintain accurate records and to analyze data.
Ability to provide leadership in the establishment and implementation of quality improvement strategies and tactics, standards, and goals.
