Summary If selected, you will serve as a Management Analyst within the National Bio and Agro-Defense Facility (NBAF). You will perform work to support the Safety, Health, and Environmental Management (SHEM) Chief on a wide array of issues as it relates to SHEM operations. Responsibilities The duties may include, but are not limited to: Establishes qualitative and quantitative techniques when analyzing and measuring the effectiveness of SHEM roles and responsibilities in accordance with ISO standards. Serve as the Contracting Officers Representative (COR) on various SHEM service and support contracts Prepares documentation for service contract requirements where the scope of work exceeds in-house capabilities Coordinates the preparation of purchase requests for SHEM Serves as a super-user for SHEM databases by documenting and certifying role-based operational requirements and provides follow-on support. Exercises responsibility to ensure all receipted government property listed on the property book is properly used and cared for, and proper custody and safekeeping. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Preparing competitive contract packages, tracking projects, reviewing/processing invoices, and monitoring contractor performance in a role such as a Contractor Office Representative (COR). Assisting in developing and executing policies and procedures for unit. Serves as the office super-user for generating reports using a variety of computer-based programs, to include but not limited to, Word, Excel, PowerPoint, SharePoint, etc. Serving as the accountable property officer who knows and understands property accountability. Maintains formal records, schedules, and conducts inventories of accountable property items; OR Ph.D. or equivalent doctoral degree in Business Administration, Finance, Human Resources or similar field related to position. or 3 full years of progressively higher level graduate education leading to such a degree. Equivalent combinations of education and experience are qualifying for this grade level. Education Please see above for education qualification requirement information.
