Job Description

Receiving HMA mix design information from contractors and evaluating mixes for compliance

Performs or assigns subordinate employees to perform validation testing of hot mix asphalt (HMA) samples delivered to the District 5 Lab. Performs or has subordinate employees perform laboratory tests on HMA mix samples from projects.

Tests include gyratory lab density tests, Rice (maximum) specific gravity tests, field (core) void tests, asphalt cement DSR tests, other tests as needed. Maintains communications with contractor field laboratories to coordinate deliveries of hot mix samples, to check District lab test results with contractor field lab test results for correlation, and to receive field HMA plant information (AC tank stick readings, mix design changes) for ongoing project records in District Lab.

Oversees work performed by laboratory assistants and temporary employees in the lab. Schedules lab activities and assigns duties to employees in District lab.

Trains subordinate employees (temporary or permanent) all necessary responsibilities and testing procedures required of lab technicians in the District Lab. Sets assignments and priorities for sampling and testing activities performed by the subordinate employees. Maintains laboratory equipment and building to assure proper operations within lab.

Assures lab test reporting is done correctly and promptly.

Serving as an assistant to the District Materials Engineer in accordance with set procedures, policies, and standards, inlcuding such duties as reviewing quality control plans, instructing employees about tasks, answering questions, and interperting procedures

Assisting with miscellaneous duties: profilometer testing, plant calibrations, special investigations activities, quality control and production of manufactured materials

Special Requirements:

Must possess a valid Commercial Learner's Permit upon hire. Within 45 calendar days following appointment, a valid Class A Commercial Driver's license must be obtained and maintained with air brake and tanker endorsements in order to continue employment. Other endorsements may also be required.In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), this job requires a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.Prior to starting employment, all persons are required to have a post offer pre-employment physical verifying the physical ability to perform the duties described.Position requires certification for testing materials and operating specialized equipment as required by the Iowa Department of Transportation’s Technical Training and Certification Program for Highway Materials and Construction; and/or other certifications as required. Such as: Aggregate Tech, Nuclear Gage, Level I & II PCC, Level I & II HMA, and Ride Quality (Profilometer).What we offer YOU:

Highway construction and maintenance projects; and/orb. Bridge construction and maintenance projects.2) All of the following (a and b):a. Three years of full-time work experience (as described in number one); andb. A total of two years of education and/or full-time experience (as described in part a), where 30 thirty semester hours or equivalent of college, university or technical school course work with an emphasis in engineering, metallurgy, geology, or chemistry equals one year of full-time experience.3) All of the following (a and b):a. Three years of full-time work experience (as described in number one); andb. An Associate of Applied Science degree, a certificate, or equivalent in Civil Engineering Technology from an accredited community college.4) Graduation from an accredited four-year college or university with a bachelor’s degree in chemical, civil, construction, environmental, materials, mechanics, structural or transportation engineering or in engineering management and one-year experience as described in number one above.5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Materials Technician 3 or Highway Technician Senior.For additional information, please click on this link to view the job description. Designated positions in this class require possession of a valid Commercial Learner’s Permit upon hire. Within a timeframe determined by the appointing authority, a valid Class A Commercial Driver’s License with the required endorsements and applicable restrictions must be obtained and subsequently maintained to continue employment.

If a CDL is not required, designated positions are required to have and maintain a minimum of a valid Class C Non-Commercial Operator’s License.

In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer’s random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol program.
