Job DescriptionJoin the Iowa Workforce Development team as a Workforce Advisor in our Unemployment Insurance (UI) Benefits bureau, located at 1000 E Grand Ave., Des Moines, IA. With a strong focus on continuous improvement and aligning services with workforce demands, IWD offers comprehensive support to job seekers and employers through a statewide network of IowaWORKSCenters.Your Role as a Workforce AdvisorAs a Workforce Advisor you'll play a crucial role in maintaining and providing guidance on UI Benefit policies and procedures to ensure they are met in accordance with Iowa Employment Security Law, iowa Administrative Code, and agency while providing excellent customer service. Your key responsibilities will include:
Process and resolve issues with initial and reopened claims filed by unemployed works.
Conduct fact-finding interview and adjudicate disputed or contested claims.
Apply independent judgement of gathering information needed for determining monetary eligibility and adjudication process.
Determine the requirements of information of the claimant or employer for each claim.
Apply knowledge and interpretation of federal and state laws, rules, and regulations for the unemployment insurance benefit programs.
Independent judgement in analyzing potentially disqualifying situations including:
Separation reasons.
Deductible earnings.
Backdating.
Continued claim errors.
Discrepancies.
Requirements to register for work.
Availability issues
Other potential disqualifying issues as deem necessary.
As a Workforce Advisor you will provide excellent customer service while communicating with internal and external customers and answer all questions from claimants and employers. The successful candidate will complete fact-finding interviews to determine eligibility for unemployment insurance claims and pre-screen applicants and assess information on type and location of employment and applies various Iowa, federal, and other state’s laws, rules, and regulation.In this role the Workforce Advisor will make decisions on appropriate types of unemployment insurance claims to file and gather information from applicants and record demographics, employment history relative to the claim process. You will advise and assist with processing and filing requests for re-determination of monetary eligibility and appeals for claimants, employers, or their representatives. Work closely with claimants and employers on reasons for separation.Workforce Advisor’s conduct both scheduled and unscheduled interviews with claimants and employers to gather facts regarding separation issues, errors, discrepancies, and work search information for unemployment insurance purposes. You will also be assigned to take phone calls from claimants and employers, while on the phone you will be responsible to take detailed notes and statements that are easy to read and understood by others.Workforce Advisors will apply inter/intra state and federal unemployment insurance laws, rules, and regulations using interviewing techniques and information needed for adjudicating issues in a timely manner. Contact claimants and employers to obtain information, gather rebuttal or conflicting, or missing statements concerning potentially disqualifying issues. To ensure fact-finding process is accurate you will collect information and analyze the facts and evidence applying unemployment insurance laws, rules and policies to impose disqualification or allow benefits to be paid and determine the appropriate employer charge or relief.The successful candidate will advise claimants and employers of their legal rights and responsibilities related to unemployment insurance laws, rules and regulations. The Workforce Advisor will act as a resource and provide detailed information to applicants, claimants, and employers to answer all inquiries on phases of unemployment insurance benefit claims. This includes:
Monetary eligibility.
Special claims programs
Potential issues.
Benefit overpayments.
Department policies and procedures.
Explain dispositions to claimants, employers, attorneys, and employer representatives.
Inform customers of available opportunities for services throughout other state agencies.
Workforce Advisors use all information collected in interviews to process and determine UI claims and determine proper notification to employer of UI claims. Explain the process of transferring wage information to claimants between states and agencies, following the US Department of Labor criteria and ensure all employers and claimants receive proper notification of monetary and non-monetary decisions.Explain the process of investigating missing wages and determine charges to employer accounts, and the explain the process to correct any inaccurate work history information of claimants to customers and complete required steps of this process. Schedule and screen employers to determine what responses will or will not require fact-finding to adjudicate issues. Make determination on overpayments and underpayments to claimants and determine that employers are charged correctly.Assist in mentoring new and current UI Benefit team members on all aspects of UI laws, rules, policies, and procedures by applying:
Technical and quality customer services skills.
Complex laws, rules, and regulations of the UI programs.
Technical training of computer systems, including CICS mainframe application, electronic records, applicant interview system, processing application, specialized phone systems, and IowaWORKS.
Attend and complete training sessions to stay up-to-date and improve skills and abilities with a high rate of accuracy.Other duties as assigned.Preferred Skills and Qualifications:
Proficiency in unemployment insurance benefits programs, including policy and procedures.
Understanding of UI Benefits to communicate to stakeholders.
Ability to prioritize work, meet deadlines, and maintain confidentiality.
Familiarity with a wide variety of unemployment insurance program rules, regulations, and policies.
