Job DescriptionThe Department of Health and Human Services (HHS) Compliance Division is seeking a Service Contract Support Coordinator (Program Planner 3 (PP3)) to join the Bureau of Service Contract Support (BSCS) team within the Contracts and Data division. As a BSCS employee, you will be part of a growing dynamic team.The Contract Support Coordinator works with managing service contracts for HHS. This position is located at the central office in the Hoover Building, located on the beautiful Capitol Complex. A hybrid (3 days working from home and 2 days working in the office) work schedule is available after successfully completing the training period.This position will work in collaboration with each HHS business unit, program, and BSCS staff, to determine, plan for, and guide program staff by assisting in determining the appropriate procurement method or acceptable exceptions to be compliant with state administrative rules.This position will forecast and plan when to begin meetings with the multi-disciplinary staff team members and provide prompts and guidance throughout the procurement process to ensure appropriate templates are used and appropriate deadlines are established and met to complete projects in accordance with goals and objectives, compliant with Department practices.The Contract Support Coordinator:

Coordinates compliance activities and assists BSCS staff with special project assignments.

Compiles and tracks data elements.

Leads and coordinates the data entry and tracking of service contracts.

Amendments, competitive selection tracking, and any other data elements necessary to track to ensure goals and objectives of the office are met.

Maintains organized documents and files, utilizes the electronic filing system, and other management tools established for the bureau.

Establishes and administers a quality assurance (QA) program to ensure service procurement and contract practices are administered consistently and in compliance with state and department policy and standards.

Determine how and on what schedule QA reviews will occur and establish the template for monitoring and review completion.

Lead QA reviews and determine additional staff participation requirements. Communicates QA results and facilitates meetings to identify action items and make assignments.

Monitors actions to assess value and implement adjustments or actions items as determined appropriate.

Tracks the status of each process. Facilitates scheduling to support sufficient timelines to allow for execution of service contracts prior to the start dates.

Works cooperatively with BSCS and program staff to provide oversight to the process and communicate routine updates.

Assists in implementing various procurement and contracting processes, ensuring compliance with contracting policies and practices to include, but not limited to:

contracting software functions and tracking,

contract amendment review,

coordinating W9 process and vendor/contractor setup,

coordinating pre-contract Questionnaire (PCQ)/SS8 form and routing for approvals,

assist in testing and troubleshooting issues identified by program staff.
