Job DescriptionThis is a non-merit position with the Iowa Department of Education. The Bureau Chief will provide leadership and engagement to improve educational results and functional outcomes for children with disabilities (IDEA, Part B including 619).Your Responsibilities:Administer, supervise and provide leadership for the Bureau of Student Instruction, Evaluation and Services.

Provide guidance, coordination and oversight for federal and state programs related to the bureau, including regulation, technical assistance, professional learning and accountability.

Work in cooperation with the Deputy Director, Division Directors, Regional Special Education Directors and division Bureau Chiefs to direct and evaluate programs provided to and by districts and schools.

Advise the Deputy Director and Division Director on actions and needs of the bureau and its work.

Direct and coordinate the activities of the staff assigned to the Bureau.

Direct the preparation of the budget for the bureau, approve the use of funds, assign funding priorities, and assure that program requirements are addressed through resource allocation.

Supervise, support, and evaluate all bureau staff. Work closely with the Deputy Director and Division Directors on program needs, implementation issues and programs within the bureau.

Provide oversight of budget and expenditures for the bureau and as it relates to division needs.

Provide guidance to Department policy and practice, and overall support needed for successful implementation and supervision.

Administer provisions of Chapter 256B of the Iowa Code.

Oversee and actively manage general supervision duties to inform, prevent and correct noncompliance with the Individuals with Disabilities Education Act (IDEA).

Provide general supervision over the administration of special education programs to children with disabilities provided in the public schools and compliance monitoring procedures in state operated special education programs of the Board of Regents and the Department of Human Services.

Coordinate activities within the Department of Education as well as other public and private agencies serving children with disabilities, either directly or in an advocacy role.

Work in collaboration with the Division Director and Chief of the Bureau of Accountability, Accreditation and Fiscal and Data Analysis to analyze policy, respond to legislative requests, provide oral and written reports to various constituents.

Oversee and support the coordination of services provided to AEAs and districts to support effective special education service delivery and to improve the success of learners receiving IDEA services, ages 3 to 21. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; andb. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.4) All of the following (a, b, and c):a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; andb. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; andc. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience.
