Job DescriptionThis is a non-merit position with the Department of Management. Candidates must follow the instructions in the "To Apply" section.Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The Iowa Department of Management (DOM) is seeking a highly skilled and motivatedEnterprise Fiscal Analystto join our team!The mission of the Department of Management is to lead and coordinate enterprise planning and governance systems so Iowans receive the highest return on their public investment. The department is attached to the Office of the Governor.Please note, candidates for this position must reside in the state of Iowa at the time of starting the role.In this role, your responsibilities will include:

Performing financial, management, and research analysis of employee compensation, benefits, and retirement topics related to state employees on central payroll and employees of the Board of Regents.

Estimating state expenditures of employees and directing planning, analysis, execution, and program evaluation of the Salary Projection Model (SPM).

Managing enterprise-wide infrastructure supporting the collection of wages and benefits from various entities.

Coordinating loading of data into the State's budget system (I/3) and acquiring other source and projection data required by the Salary Projection Model.

Creating and presenting analyses to various stakeholders, including DOM staff, the Governor's Office, legislature, labor unions, federal government, taxpayers, and the press.

Providing guidance and technical assistance to assigned agencies, offering advanced financial and management analysis.

Analyzing departmental budget requests, ensuring conformance with mandated and Department of Management budget policies.

Refining budget recommendations based on the Governor's priorities and ensuring inclusion of the Governor's recommendations in the budget report.

Monitoring spending of assigned departments to ensure compliance with the enacted budget and assisting departments in the implementation of budget and policy legislation.

Background Check Requirements:

After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate’s education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).

Information gathered as part of such background investigation will be treated as confidential to the extent permitted by Iowa Code section 22.7, 8B.4A, and other applicable laws, rules, and regulations; provided that, to the extent permitted by applicable law, such information shall be available to candidates upon request.

As well as pass background investigation conducted by the Iowa Department of Public Safety.

Selectives058 Budgeting:6 months experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation.Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:1) Seven years of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work.OR2) All of the following (a, b, and c):a. One year of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c.
