Job DescriptionThis is a non-merit position with Iowa Workforce Development. Candidates must follow the instructions in the “To Apply” section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services – Human Resources Enterprise.Iowa Workforce Development is seeking a dynamic and motivated leader to serve as the Deputy Director for Employment and Training. This position is one of two Deputy Director positions at Iowa Workforce Development and is under the immediate supervision of the Director.This position on the Executive Leadership team has responsibility for administration of workforce programming within Iowa Workforce Development. Specific areas of responsibility include oversight of the American Job Center Division, Business Engagement Division, and Workforce Services Division. This includes oversight of day-to-day operations and associated activities to ensure all are completed in a timely manner with emphasis on great customer service at all times.The American Job Center Division consists of 15 American Job Centers, 4 satellite offices, and 7 expansion offices that provide access to workforce services across the state. The Deputy Director will oversee the Division Administrator and ensure these field offices and approximately 220 staff members follow U.S. Department of Labor standards and regulations and provide services to customers at a consistently high level.The Business Engagement Division is designed as a “one-stop shop” to help employers with individualized assistance and address workforce needs. The Division includes Business Engagement Specialists who conduct employer outreach and is responsible for administration of Registered Apprenticeship; 260 E, F, and G Programs; Internships, Sector Boards; Intermediary Network, and Future Ready Iowa. The Deputy Director will oversee the Division Administrator and approximately 20 staff members to ensure that all outreach activities and administered programs comply with state and federal requirements while providing consistently high customer service to employers.The Workforce Services Division administers the policy, compliance, and performance reporting for state and federal job training programs, worker dislocation programs, and grants for public employment service programs. The Deputy Director will oversee the Division Administrator and ensure the Division’s approximately 100 staff members follow U.S. Department of Labor standards and regulations and meet Workforce Innovation and Opportunity Act (WIOA) compliance standards.Pursuant to Senate File 514, signed into law by Governor Reynolds on April 4, 2023, Iowa Vocational Rehabilitation Services will merge with Iowa Workforce Development effective July 1, 2023. The Deputy Director for Employment and Training will coordinate with the Division Administrator for Vocational Rehabilitation Services at Iowa Workforce Development to help ensure that Vocational Rehabilitation Services provides expert, individualized services to Iowans with disabilities so they can achieve their independence through successful employment and economic support. The Deputy Director will also ensure that the Vocational Rehabilitation Services Division staff and its day-to-day operations and associated activities are fully supported as needed with available resources from the American Job Center Division, the Business Engagement Division, and the Workforce Services Division.Submission of Cover letter and Resume Required, please email them to Shelly Evans at:[email protected] No applicant for employment with the Iowa Department of Workforce Development can have a current, ongoing overpayment balance with Iowa Workforce Development without a payment plan in place. Select positions will be subject to a criminal background check.Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:1) Graduation from an accredited four-year college or university with a bachelor’s degree in public administration, business management, or a related field and experience equal to five years of full-time management/executive-level work in workforce development. 2) All of the following (a, b, and c): a. Three years of full-time management/executive-level work experience in workforce development; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in public administration, business administration, or a related field equals one year of full-time experience; and c.
