In this role, you must possess a working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements. This position is 100% remote – telework in the U.S.This position works in support of the NOAA Field Delegate Program Manager to oversee the Field Delegates, a workforce of warranted Contracting Officers who handle simplified acquisitions across NOAA. The Contract Specialist Liaison:

Provides customer support services to our Field Delegates in the West, Midwest, and Pacific locations of the United States based on their geographical location and normal performance hours.

Conducts Field Delegates reviews / audits.

Analyzes findings from the audit.

Drafts the Audit Reports for Field Delegate Review.

Researches inquiries/questions from Field Delegates.

Supports the Field Delegate Program Manager in the development of monthly training. sessions and the planning and execution of the Field Delegate Training Event. Assists in tracking continuous learning and issuing continuous learning points.

Supports the Field Delegate Quarterly and End of Year Reports.

Assists in the intake and response to both routine and ad hoc data calls.

Collects and manages program data.

Performs Procurement Analyst duties as needed and based on availability.

Participates in Acquisition Management Reviews.

Provides peer reviews of work products for other Policy and Oversight Division functions.

To minimally qualify you will have the following:

10+ years of experience in planning, awarding, and administering contracts for the procurement of supplies, services, construction, or research and development for the U.S. Federal Government.

Bachelor’s degree or at least 24 credit hours in business or a business-related field.

Expert knowledge of the federal acquisition life cycle, including pre-solicitation, solicitation, award, contract administration, and closeout. (cradle-to-grave contracting)

Knowledge of the Federal Acquisition Regulation (FAR) to conduct contract work.

Experience in preparation of the Government's Business Clearance/Pre-and Post-Negotiation position for formal contract procedures.

Experience leading the negotiation team as the principal contract negotiator and negotiating contract equitable adjustments; etc.

Negotiation preparation - preparation of contract modifications, development of evaluation criteria, evaluation of contract performance, contract termination, and contract closeouts.

Market research/analysis, selection and administration of contract terms and conditions, cost, and price analysis.

U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three or more years.

Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on their application.

The ideal candidate will have:

Master’s Degree in Business or related field.

Under Previous DAWIA certification system – Equivalent to Level 2 FAC-C certification.

Previously warranted contracting officer.

Base compensation range and benefits:

$90,000 to $100,000 - Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
