Job DescriptionThis is a non-merit position with the Department of Administrative Services. Only applicants who meet the Minimum Qualification Requirements (listed below) will be placed on the eligible list.The Department of Administrative Services (DAS) is hiring a Chief Financial Officer (CFO) to lead our Financial Management Services. We’re looking for a financially savvy leader that is driven to build high performing teams and can demonstrate their ability to contribute to a positive culture which values team members, provides support and embraces change along the way.The CFO of Financial Management Services is responsible for:

Oversee and manage all financial management services for DAS Enterprises

Evaluate and advise on the impact of new/revised accounting and financial management principles impacting the Department’s financial reporting

Develop and implement appropriate policies and programs for effective management of the Department’s accounting and financial management systems

Manage the budget and other financial measures of the agency

Essential Functions / General duties include:

Establish, modify and maintain sound financial management practices which ensure accurate reporting as well as budget, cash and asset management

Lead and oversee Budget Analysts in the development of annual budgets

Support state agencies in review of their proposed budgets

Direct the submission of final budgets to the Department of Management (DOM)

Assist and review the methodology and development of utility rates

Coordinate review of monthly financial statements for all enterprises

The CFO position is a non-merit, contract covered position and is exempt (salaried) per FLSA regulations.This is a non-merit position with theDepartment of Administrative Services. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.3) All of the following (a and b):a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; andb. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.4) All of the following (a, b, and c):a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; andb. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; andc. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience.
