Summary The Property and Space Management Specialist is responsible for activities and functions related to space management, and property at Diagnostics & Biologics (D&B) facilities nationwide. You will be responsible for a wide variety and heavy volume of administrative activities and advisory services as they relate to space management, and real/personal property management. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Serves as the primary contact with respect to property management and disposal, facility management, and space management issues in VS, Diagnostics and Biologics. Supports space management, and property management services at all offices where Diagnostics and Biologics personnel are located. Coordinates with the VS or ARS facility management personnel any planned alterations/renovations to new and existing space within the locations. Serves as the Diagnostics and Biologics authority and General Services’ primary point of contact with National Centers for Animal Health (NCAH) concerning management of Diagnostics and Biologics facilities and spaces. Recommends solutions to issues involving space realignments and/or facility closings. In the absence of the requesting office support staff; assumes primary move and renovation responsibilities for project management until complete or office official can assume duties. Assists with planning for future space needs by analyzing growth trends and space needs and requirements. Primary or alternate Contract Officer Representative (COR) for certain construction projects related to space moves. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 grade level) that demonstrates: Producing quality draft documents, reports, meeting minutes, and correspondence by set deadlines. Communicating in writing to include skills such as drafting correspondence and direct customer contact (via telephone and email), both internally and externally, in support of customer service; serving as a subject matter expert on property rules and regulations and provides guidance to other staff. Directing activities for a team approach ensuring that essential functions are fulfilled, working effectively with others to schedule coverage of fundamental duties when one area is short staffed or in the case of absences due to annual leave or illness. Performing property management for a group of employees through standardized systems, serving as the subject matter expert on rules and regulations and providing guidance to other staff. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
