About the Indiana Criminal Justice Institute (ICJI): The Indiana Criminal Justice Institute (ICJI) is the State planning agency for criminal justice, juvenile justice, traffic safety, and victim services. ICJI is designated as the State Administering Agency for the distribution of federal funds, and as the State Statistical Analysis Center for research.Further, ICJI is responsible for coordinating and collaborating with local, state, and federal entities to identify, assess, plan, resource, and evaluate new and emerging issues facing the criminal justice and public safety spectrum. ICJI works with local, state, and federal entities to evaluate programs associated with the prevention, detection & solution of crimes; law enforcement, and criminal/juvenile justice, to improve and coordinate all aspects of law enforcement and criminal/juvenile justice .Role Overview: The Regulatory Compliance Monitor is responsible for ensuring that grant recipients comply with all relevant state and federal laws, rules, regulations, and policies surrounding the funds awarded to them. In addition to working with external organizations that receive grants from ICJI, the position works closely with agency personnel in a collaborative manner to conduct monitoring reviews. Attention to detail, strong written communication skills, and knowledge of Excel are required. Salary Statement: The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows: Applies professional knowledge of accounting, auditing, government financing, and white-collar financial fraud principles in the performance of on-site and desk compliance monitoring assignments concerning recipients of federal grants governed by 2 CFR Part 200. Prepares written reports encompassing the results of the on-site and desk compliance monitoring assignments. Both internal and external written reports will follow each compliance monitoring assignment. Ensures that each report contains detailed conclusions and recommendations for improvements. Reconciles documentation submitted to the Indiana Criminal Justice Institute to the source documents maintained by the grant recipients. Coordinates with Indiana Criminal Justice Institute employees to determine the frequency of grant recipient compliance monitoring visits and the risk level to be attributed to grant recipients. Researches federal laws, state statutes, case law, regulations, local ordinances, and authoritative standards governing the grants administered by the Indiana Criminal Justice Institute. Maintains required level of professional knowledge through timely review of modifications to principles, standards, federal laws, state statutes, and legal decisions. Performs duties in a confidential, professional manner. Performs related duties as assigned. Two (2) years work experience in accounting; auditing; the investigation of financial crimes; or accredited college training in a related field.
Knowledge of and ability to research and apply relevant federal and state laws, rules, and regulations.
Knowledge of 2 C.F.R. Part 200 preferred, but not required.
Ability to accurately review, track, and analyze financial data.
Ability to communicate effectively both orally and in writing.
Ability to analyze and interpret information pertaining to fiscal accounts, grants, records, payroll, and financial reports.
Ability to maintain confidentiality.
Effective utilization of computer programs such as Microsoft Excel, Outlook, and Word.
Dependability, attention to detail, good time management and multi-tasking skills.
Flexibility and adaptability to respond quickly to issues and needs.
Excellent problem solving and analytical skills.
Travel is required to conduct on-site compliance monitoring. Overnight stays are required in appropriate situations.
