We are seeking a skilled and experienced enterprise IT Program Manager to join our dynamic team and lead a critical IT program supporting Naval Surface Warfare Center, Crane Division. The selected applicant will work collaboratively with the RMC Portfolio Manager, direct report Project Managers, and serve as the primary point of contact for all contractual tasking. Responsibilities:

Program Leadership: Oversee and manage a complex IT program, ensuring alignment with organizational goals and objectives.

Strategic Planning: Develop and execute strategic IT initiatives supporting engineering, scientific, and technical disciplines, in conjunction with the client, considering the unique challenges and requirements of the defense industry.

Stakeholder Collaboration: Foster effective communication and collaboration with internal teams, external partners, and government clients to ensure program success.

Budget Management: Develop and manage program budgets and schedule estimates, provide metrics, and prepare budget and status reports, ensuring financial objectives are met while delivering high-quality IT services.

Risk Management: Identify potential risks and develop mitigation strategies to ensure the successful execution of the overall program.

Compliance: Ensure the program adheres to relevant regulations, standards, and security protocols identified in the performance work statement, including managing Cyber Security Workforce (CSWF) Baseline Qualifications.

Team Leadership: Lead and inspire a team of multi-disciplined technical experts, promoting a collaborative and innovative work culture.

Resource Management: Manage staffing and resources across the program, and lead the staffing process (i.e. review resumes, conduct interviews, make hiring decisions).

Education, Qualifications, and Experience:

Master’s Level Degree in any technical or managerial discipline.

Must hold Project Management Professional (PMP) Certification.

A minimum of ten (10) years of full-time professional experience working in engineering, scientific, or technical disciplines in IT systems support.

At least three (3) years specific experience in managing programs that provide technical engineering services.

Experience as a primary point of contact for contractual tasking including ability to direct a team of experts, manage staffing and resources, develop cost and schedules estimates, provide metrics, and prepare budget and status reports.

Must have working knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies.

Shall have written and oral communications abilities commensurate with this management role.

Security Clearance: An active DoD SECRET security clearance or higher is required to start. Applicant selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.
