Under general supervision, the class functions at the technical specialist level, performing professional emergency management work in the areas of preparedness, mitigation, response and recovery; and performs related duties as required.ESSENTIAL DUTIES:· ​Support or lead capability development designated by the U.S. Department of Health and Human Services (HHS) Centers for Disease Control and Prevention (CDC) under the Public Health Emergency Preparedness (PHEP) program and / or the Administration of Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) as assigned, including but not limited to:o Draft plans, policies, and procedures in accordance with federal, state and City of Chicago guidelines.o Support or lead development and execution of exercise and training series in accordance with Homeland Security Exercise and Evaluation Program (HSEEP).o Respond in the capability area; ando Report activities to grantor monthly or as requested.· Support CDPH Emergency Preparedness operations and logistics during maintenance, special events and emergency response, which may include:o Heavy lifting and physical movement of materials.o Data management and intelligence gathering; ando Participation in coordination meetings with intra-departmental, inter-departmental and outside agencies as required.· Participate in workforce development activities as assigned.· Maintain a ready state for activations outside of routine workplace assignments, locations and schedules.· Support public health hazard and vulnerability assessments.NOTE: The list of essential duties is not intended to be inclusive; there may be other duties that are essential to particular positions within the classAddress: 1340 S Damen Avenue, Chicago, IL 60608Hours: Monday through Friday, 8:30 am to 4:30 pmSome additional hours may be required in case of a public health emergencyTHIS POSITION IS IN THE CAREER SERVICEQualifications:MINIMUM QUALIFICATIONS:Training and Experience. Graduation from an accredited college or university with a Bachelor’s degree supplemented by two years of experience in emergency management, law enforcement, or fire prevention or safety operations, or an equivalent combination of training and experience, provided that the minimum degree requirement is met.Licensure, Certification or Other QualificationsMust have a valid State of Illinois driver’s license.Selection CriteriaThis position requires an applicant to successfully complete an interview which will include a writing exercise. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the interview will be selected.Preference will be given to candidates possessing the following:· ​More than two years of full-time experience in Public Health Emergency Preparedness as described by U.S. Health and Human Services Centers for Disease Control and Prevention (CDC) and/or the Assistant Secretary of Preparedness and Response (ASPR) to include plan, training, and/or exercise development and execution.· ​Experience responding to and recovering from a public health emergency.· ​A master’s degree from an accredited program in public health preparedness or emergency management or equivalent experience.· ​Experience in a healthcare setting or in emergency medical services.· ​Demonstrated experience in project management and technological integration. ​Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code.
