Agency Overview: The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management. Division Overview: The Tax Division is responsible for fostering voluntary compliance and narrowing the tax gap by identifying, educating, and auditing non-compliant taxpayers. The Tax Division audits the filed tax returns of businesses and individuals. Tax Division audits include (but are not limited to) returns for corporate excise, sales/use tax, meals tax, rooms occupancy, personal income, and special fuels tax. The Multistate Audit Bureau conducts audits of large corporations doing business in Massachusetts with headquarters outside of Massachusetts. Multistate conducts principally corporate excise and sales/use audits and has two physical offices and multiple teleworker locations throughout the continental United States. Position Summary: The Department of Revenue seeks an experienced and progressive Senor Manager to lead its Multistate Audit Bureau. The Bureau Chief manages 70 - 80 employees working from various locations, including home offices, across the country. The Bureau conducts tax audits of companies based outside of Massachusetts who have statutory obligations to file Massachusetts tax returns. The audit function is to determine compliance with statutory and regulatory provisions. The Multistate Bureau Chief is responsible for successful governance of the following areas. Establishing a culture of accountability, transparency, and responsiveness across the bureau that fosters diversity, respect, and inclusion for all. Overseeing all staffing functions for Multistate operations, including recruitment, retention, and professional development activities. Manages Multistate audit staff to achieve optimal levels of case completion with the highest level of quality. Works with Executive Management to determine audit priorities and identify/secure necessary resources. Works closely with Executive Management and Other Divisions to resolve complex tax issues and operationalize guidance. As part of the Future of Work initiative, the agency is adopting a hybrid work model. Hybrid work is a mix of in-office work and telework. This position may be designated as either Hybrid (work remotely some days and in-person on other days) or Telework (from a home office). Duties and Responsibilities: Oversee the daily operations of the Bureau, providing senior level direction of all business strategy, tax compliance, quality assurance, and program efficiency. Develop annual business plans for the operations in terms of audit selection and audit completion. Ensure quality service by providing a customer-focused work environment with responsive staff and user-friendly technology. Conduct organizational and operational reviews to instill excellence by maximizing resources. - Identify performance deficiencies and implement appropriate reforms. Adjust business priorities to meet legislative, operational, or administrative mandates. Identify and implement staffing requirements for efficient operations, maintaining a diverse and inclusive culture that attracts and retains staff, and drives the organization’s mission. Work closely with the Tax Division Deputy Commissioner and management team to create long-term business strategies for the Bureau consistent with Agency guidelines. Change management experience and the ability to mentor, coach and inspire staff to embrace change. Expert understanding of Massachusetts and federal tax laws and ability to analyze complex tax issues. Ability to provide advice on taxation proposals, legislation, or initiatives Ability to identify opportunities and risks, create mitigation strategies and advance objectives Ability to think through problems, organize information, and identify key factors and underlying causes to generate solutions Ability to develop internal controls to safeguard data and maintain the integrity of operations - Ability to build consensus among members of multiple disciplines and across organizational boundaries Proven skills in senior level verbal and written communications Knowledge of organizational structures and the ability to align resources to improve effectiveness and meet goals Ability to foster a culture of diversity, respect, and inclusion This position is a Multistate position within the Massachusetts Department of Revenue, but the position is NOT in Massachusetts. The successful candidate is expected to reside and work outside of Massachusetts.
