The Division of Behavioral Health (DBH) is currently recruiting for a Project Manager 2 position. This announcement will be used to fill the current vacancy in the Strategy, Design, and Implementation (SDI) Bureau. The incumbent must be adept at utilizing project management skills for various projects. The incumbent will possibly lead multiple strategic projects to include the Certified Community Behavioral Health Center (CCBHC) Project and will be charged with applying change management concepts to high-impact initiatives. The CCBHC model aims to improve access and quality of behavioral health services in Idaho by offering comprehensive services for crisis stabilization, treatment of complex mental illnesses and substance use disorders, and integration of additional services focused on recovery, wellness, and whole-person care. This position will report to the Strategic Implementation (SI) Unit Manger/Project Manager 2 and serve as a member of the SI Team. This team is responsible for the strategic implementation of a wide variety of DBH initiatives. DBH is looking for an individual who can lead projects that align with our strategic goals. Projects currently underway include improving Idaho's behavioral health care delivery and regulatory systems.A flexible/hybrid option is may be considered as long as it aligns with IDHW policy and approved state staffing requirements. EXAMPLE OF DUTIES:

Develop, manage and implement projects through research, collaboration and communication.

Supervise a team of professionals, providing support, managing workload, and evaluating performance of team members.

Design systems/programs by working closely and effectively with diverse groups that may include local, state, federal and private organizations.

Develop project objective, scope, strategy, schedule, and roles.

Identify needed resources for the project, including but not limited to funding, contracts, SMEs, technology, and equipment.

Develop and upkeep detailed project plans, implementation plans, work plans, and timelines.

Establish plans for project evaluation and monitoring.

Develop processes to communicate project performance to sponsors and other stakeholders.

MINIMUM QUALIFICATIONS:

Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress towards goals and project outcomes.Typically gained by one year of experience managing projects with at least one year in a leadership role. Your experience must have included being responsible for the development (needs assessment, planning and budgeting) of the projects as well as being responsible for assessing the projects toward goals and project outcomes.

Experience interpreting and explaining specialized or complex material into information usable by the public.Typically gained by at least one year of experience involving the interpretation of laws, policies, procedures, rules, or similar levels of information where the information was analyzed and communicated into information that was usable by the public or the project team in various formats (oral, written, graphic, WEB based, etc.)

Experience developing and monitoring contracts.Typically gained by one year of experience which included consultant selection, development of the scope of work and man-hour negotiation; developing and managing schedule. This experience should also include reviewing progress payments; enforcing contract compliance for scope, budget and milestone completion; and consultant evaluation.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Experience planning and implementing behavioral healthcare projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, budgets, and measurement processes/methods for assessing progress toward goals and project outcomes.Typically gained by at least one year of job experience.

Experience interpreting and explaining specialized or complex material into information usable by the public; a diversified audience including, but not limited to, internal IDHW staff, elected officials, community partners, and others.Typically gained by at least one year of job experience.

Experience developing and monitoring contracts.Typically gained by at least one year of job experience.
