Position: The Idaho Department of Environmental Quality (DEQ) is hiring a Wastewater Compliance and Enforcement Supervisor – Analyst 4 for the Surface and Wastewater Division. Salary Range: $33.96 – 36.74 Responsibilities: Compliance, Inspection, and Enforcement Coordination · Serve as principal lead for coordinating compliance, inspection, and enforcement for federal- and state-issued permits for the Surface and Wastewater Division. · Coordinate continued development of the compliance, inspection, and enforcement program. · Identify and coordinate inspection and complaint response efforts. · Track inspections, compliance activities, and enforcement actions for reporting, performance measures, and trend analyses. · Provide oversight and quality assurance review of inspection reports, informal enforcement correspondence, and formal enforcement. · Coordinate technical assistance with other bureau chiefs and regional managers. · Coordinate the management of compliance and enforcement data with other bureau chiefs and United States Environmental Protection Agency (EPA). · Present compliance and enforcement responses to hearing officer, appeals board, director, or DEQ board. · Assist bureau chief with developing rules and guidance. · Develop compliance, inspection, and enforcement standard operating procedures and processes. · Assist bureau chief with budget activities, work plans, program performance reviews, and Performance Partnership Agreement development and implementation. · Identify and coordinate compliance, inspection, and enforcement training. · Coordinate and ensure consistent regulatory application of enforcement actions. · Coordinate inspector certification with EPA and DEQ staff. · Prepare and provide program information to senior management, stakeholders, state and local officials, and other interest groups. Staff Supervision · Supervise compliance and enforcement staff and ensure work products are timely and meet or exceed quality standards. · Establish individual staff workloads, performance objectives, and priorities. · Conduct annual performance evaluations. · Train and mentor compliance and enforcement staff. Bureau Support · Coordinate with regional and state office bureau staff on compliance and enforcement issues. · Research, compile, and format data requested in Public Records Requests. · Participate in ongoing meetings and discussions to improve the development and implementation of the bureau. · Assist the bureau chief in establishing and tracking program goals and strategic planning activities. Minimum Qualifications: Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public. Required Specialty Minimum Qualification DEQ 3132 Clean Water Act Must have experience interpreting, enforcing or ensuring compliance with the requirements of the Clean Water Act and state environmental rules. Typically met by two (2) years of full-time work experience interpreting, enforcing or ensuring compliance with the requirements of the Clean Water Act and state environmental rules.DEQ 5217 A (Supervision) Must have successfully completed courses or seminars that included the essential elements of management (planning, organizing, staffing, directing, and controlling); OR, I have at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.Physical Requirements: Ability to sit and work on a computer for 2-4 hours at a time. Ability to bend and reach for filing purposes. Some periods of heavy reading and typing are required. Ability to lift 30 pounds when working with file boxes. Some travel may be required. Ability to climb ladders, staircases, work on uneven terrain. Ability to lift and carry up to 30 pounds over rough terrain. Ability to work in adverse or inclement weather. Ability to work in extreme hot or cold temperatures both outside and inside. Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain. Occasional travel required. May work in the vicinity of loud noise. May be required to travel and stay overnight in remote areas May come into contact with hazardous waste/materials.
