This business area brings its solutions to market as Wolters Kluwer ELM Solutions.Position DescriptionThe Senior Technology Project and Program Manager is responsible for managing the full lifecycle of global software development projects across multiple product lines using agile methodologies, including Scrum and SAFe. This position will ensure program success by working with software application development teams to track project details, monitor and coordinate cross-team activities and dependencies, identify risks and develop mitigation plans, collect and clearly convey project status, and provide visibility to executives, stakeholders and team members.Effectively manage projects to deliver on time according to project scope and stakeholder expectations.

Clearly communicate the business needs of a project to teams to assist with decision-making and prioritization.

Track staff allocations for internal and 3rd party team members and respond to staffing concerns.

Manage 3rd party development partner relationships.

Escalates project blocking issues and delays in a timely manner.

Works frequently with globally distributed software development teams .

Facilitates deliverable reviews at regular project intervals.

Effectively applies project management and agile development processes and enforces project standards.

Act as Agile coach and mentor to teams.

Improves, corrects, and adjusts project management and agile development processes and project standards to ensure continuous improvement in product planning and execution.

Manage metrics and program reporting, time management system information aggregation, review, and reporting.

Raise issues, risks, and concerns as appropriate, and ensure that they are addressed or escalated as necessary.

Direct and prioritize the work of implementation teams. Oversee the work of outside contractors and vendors.

QualificationsBachelor’s degree in computer information systems, or related field, from an accredited institution.

A minimum of 5 years’ experience managing agile enterprise software development projects, preferably with global and 3rd party development teams.

Demonstrable experience managing programs through a full lifecycle from inception through maintenance. Agile and SAFe certification and experience required. PMP, or related certification a plus.

Experience with products and projects at all stages of the SDLC.

Strong organizational, communication, and interpersonal skills and the ability to facilitate meetings, problem-solving, and consensus. Strong persuasive and negotiating skills.

Must be able to communicate and collaborate effectively across geographically and functionally diverse business, support and development teams. Ability to tailor a message to all levels of the organization. Experience in matrixed organizations a plus.

Desire and ability to thrive in a highly creative and technical environment while working on multiple projects simultaneously.

Self-motivated and self-managing and able to work independently.

Fluency in English.

Position requires some travel, domestic and international, in-frequently, and comprising no more than 25% of total days worked.
