This position is responsible for leadership and supervision on a Child Welfare Foster Care Licensing team and will supervise staff in our Boise/Westgate office.This is the fourth of a six-level Child Welfare job series. Emphasis for this class is on providing supervision, consultation and technical support to Child Welfare Social Worker staff. Incumbents provide programmatic guidance and consultation when appropriate for department child welfare cases. They provide consultation and guidance to staff for department child welfare cases and arrange for clinical consultation and oversight when appropriate for clinically challenging cases. In some areas, incumbents may provide direct child welfare case management for clients and families. Health and Welfare's standard practice requires both individual and group supervision and emphasizes staff development and performance management aspects of the supervisor's role. This is to match Learning Resource Team initiatives and emphasize their role of indoctrinating new employees through applied field learning to the values, practice model methods and initiatives of the program.The Idaho Department of Health & Welfare is a drug-free workplace. Any applicant offered employment in this position at the Idaho Department of Health and Welfare will be required to pass a pre-employment drug test. EXAMPLE OF DUTIES:

Interview and hire staff, support new staff through the Academy competency-based learning period.

Plan and organize work and assign cases to child welfare social workers according to worker competence and case needs.

Determine case priorities and ensure quality of work performed.

Direct practice and provide consultation to ensure standards are met within the context of family-centered practice to achieve safety, permanency and well-being for children in the welfare system.

Arrange for clinical consultation and oversight when appropriate for department child welfare cases and approve funding for services.

Monitor, review and approve written work, including court documents.

Evaluate employee performance and provide feedback on an on-going basis.

Sample and evaluate cases for adherence to practice standards and compliance with state and federal laws regarding children's welfare.

Conduct staff meetings and provide technical oversight regarding program policies, goals and procedures.

Assess staff training needs and provide training.

Gather a variety of data from the child welfare computer systems and prepare monthly and quarterly reports.

Train child welfare social workers and coordinate schedules for emergency, crisis-intervention and after-hours on-call services.

May perform direct case management for clients and families, including intake, assessment, case management, licensing and contract monitoring.

This position requires licensure as a Social Worker in Idaho in accordance with Idaho Code 54-3201 et.seq. Licensure information can be found through the Idaho Division of Occupational and Professional Licenses at https://apps.dopl.idaho.gov/DOPLPortal/BoardPage.aspx?Bureau=SWO.

Considerable knowledge of supervisory practices. Typically gained by completion of a class or seminar (more than one day) specifically covering supervisory practices OR lead work experience that required work assignment, direction, and monitoring (such experience on a fill-in-basis is non-qualifying unless for a period of approximately three months or moreOR successful completion of a college-level personnel related course. (Supervisory experience in a related human services field may substitute for two years of the required experience.)

Some knowledge of community organization/development principles and processes. Typically gained by completion of a community organization/development course or workshops equivalent to three semester hours of college credits or 40 classroom hours OR direct services role in case management or psychosocial or rehabilitative therapy or counseling and applying these principles in a community development role.

This position requires four years' experience as a Social Worker in assessment or case management of child protection cases. A Master of Social Work Degree may substitute for one year of the required experience. Assessment or case management experience in another public child welfare system or child welfare agency may substitute on a year-for-year basis up to a maximum of two years. Supervisory experience in a related human services field may substitute for two years of the required experience.

A valid driver's license.
