Example of Duties:Plans examination. Examines plans and specifications for new construction and remodeling of commercial, residential, industrial, public schools, and state buildings including offices, prisons, hospitals, and universities; examines plans for Federal Housing and Urban Development (HUD); determines design compliance with specific building, life safety codes, and standards; prepares detailed reports and correspondence regarding code review compliance assessment; provides plans examination services to Idaho cities and counties and other public and private entities.Technical assistance. Consults with and advises architects, engineers, attorneys, contractors, local and state officials, and the public on interpretation and application of various codes and regulations; performs on Site inspections of commercial and industrial developments, state buildings, or public schools to assess complex compliance problems; researches and evaluates new materials and construction technology for compliance with requirements; prepares and presents training sessions for local building officials; serves as an expert witness. Interprets Federal and State Building regulations and applying them to standard building principles and practices.Minimum QualificationsIncumbents must possess a current certification ICC Building Plans Examiner and ICC Residential Plans ExaminerSome knowledge of supervisory practicesExperience:
Performing design review and compliance evaluation of construction plans for large, complex, multi-occupancy buildings;
Preparing written reports documenting findings of building plans reviews;
Operating a personal computer to produce reports.
Minimum Qualification Specialties:Experience applying the following codes and standards in evaluating construction plans and specifications to demonstrate considerable knowledge of each of the following: International Building Code (IBC); International Existing Building Code (IEBC); International Residential Code (IRC)International Energy Conservation Code (IECC); Life Safety Code; federal and state adopted handicap accessibility standards for private and public buildings; and state laws and regulations governing the overall design, construction and occupancy of large, complex, multi-occupancy buildings.Certification as both a Building Plans Examiner and a Residential Plans Examiner. Additional job-related certifications such as an Existing Building Code Plans Examiner, Accessibility Plans Examiner, Fire Code Plans Examiner, Energy Codes Plans Examiner, or Certified Building Official.Preferred Qualifications:
Strong verbal and written communications; problem solving; and conflict resolution skills.
Completion of OSHA 30-hour General Industry Training Course.
Associate degree in architecture, engineering, construction management, or a related field; experience combined as a commercial building plans examiner, individual contributor, and in a supervisory/lead capacity, or an equivalent combination of education and experience.
Knowledge of structural engineering principles; design practices and construction methods of materials for residential and non-residential structures; historical building code application and correlation to current construction practices; and computer usage including related software.
Experience: Interpreting and applying provisions of the state building code and related rules and regulations.
Compliance Supervisor Experience: interpreting, applying, and explaining complex information such as regulations or services to members of the public; providing good customer service to independently solve problems with individuals or resolve conflicts in a work setting.
