This posting is statewide in Maine with hybrid remote work possible, including at other agency locations. Per current state policy, only applicants who reside or plan to reside in Maine will be considered for this position. Occasional statewide and (some) nationwide travel may be required to meet with team members, colleagues, and other partners. The primary role of the Quality Assurance Auditor Measurement is auditing paid and denied UI benefit claims. Responsibilities include in-depth reviews of sampled claims for accuracy, outreach and interviews with employers, claimants, and other parties, summarizing findings and entering coding into a USDOL system application. BAM investigation findings serve as a tool in identifying erroneous benefit payments and identifying potential areas for system and business process improvements and training needs. As BAM program findings are used by USDOL and others, including the public, accuracy and confidence in BAM reviews are critical in the measurement of program performance.Responsibilities of this position also include quarterly audits of sampled nonmonetary determinations in a separate, federally mandated Benefit Timeliness & Quality (BTQ) review. Primary responsibilities include:

Conducts internal compliance audits to determine adherence to rules, policies, protocols, and procedures.

Evaluates and analyzes claim intake information to ensure proper handling of claims and compliance with mandates.

Writes case summary reports; documents and codes all case findings to make data available for federal review, labor program funding, and to establish compliance.

Conducts interviews with agency personnel, claimants, employers, and licensed professionals to gain understanding of processing activities, assess compliance with internal controls, and to develop recommendations for necessary improvements, process, or systems changes.

Evaluates audit information and identifies administrative, financial, or operational systems and procedural improvements to unit effectiveness.

Minimum qualifications:A Bachelors Degree in Business Administration, Public Administration, management, or related field and 3 years’ experience analyzing and evaluating claims processing, a demonstrated ability to identify measures, indicators of system performance, evaluate complex problems and review related information to develop and evaluate options, implement solutions, and improve or correct performance relative to integrated service delivery, or systems, programs, and practices.
