Bring your expertise to help partner agencies provide services that impact citizens across the entire State of Maine. DAFS’ Financial Service Centers provide professional expertise to manage the financial activities of Departments and bureaus throughout State government. We are seeking motivated individuals with broad financial knowledge and leadership skills: services for partner agencies include accounting and financial processing, cash management, budget development and monitoring, financial analysis, grant management and federal reporting, legislative support, and administrative functions.The General Government Service Center (GGSC) provides these services to approximately 29 customer agencies including the Department of Education, the Department of Economic and Community Development, the Governor’s Office, the Bureau of Alcoholic Beverages and Lottery Operations, MaineIT, Maine Revenue Services, and other DAFS bureaus and internal service funds. The GGSC has a team of approximately 35 professional and clerical accounting and support staff.POSITION DESCRIPTION:The Director is responsible for managing and overseeing all activities of the Service Center. They are a critical member of senior management and work collaboratively with senior executives at partner agencies to provide financial guidance and problem-solving. They must be able to think strategically, diagnose challenges, and implement solutions to streamline operations and improve performance. They are responsible for building an effective and professional team, mentoring and developing the staff of the Service Center, and enhancing relations with internal and external stakeholders.CORE FUNCTIONS AND RESPONSIBILITIES:

Provide superior fiscal, budgetary, and financial management functions in order to meet partner agencies’ needs and established Department goals and objectives;

Develop and implement strategic plans, quality improvement and performance measurement processes in order to improve efficiency and effectiveness;

Oversee the activities of the Service Center, including accounts payable, billing, accounts receivable, financial reporting, cost accounting, rate setting, cash management, budget development and monitoring, financial analysis, grant management, legislative support and administrative functions;

Provide specialized expertise to develop and recommend solutions to identified problems;

Provide strategic advice to management, staff, and partner agencies on financial and budgetary processes

Hire, train, retain, develop, and mentor a dedicated team of clerical and professional staff

Develop and maintain accounting policies and procedures to ensure accuracy, efficiency, and adherence to best practices

Plan, organize and coordinate financial processes; manage workflow for and provide oversight to staff

Liaise regarding partner agencies’ financial matters with auditors, Legislative staff, and other stakeholders

Ensure compliance with Maine Revised Statutes, State Accounting and Administrative Manual, GAAP, GASB, Federal Uniform Guidance, and other governmental regulations and compliance requirements

KNOWLEDGE, SKILLS, AND ABILITIES:The background of a well-qualified candidate will include:

Being a highly-organized self-starter capable of using professional judgement, prioritizing responsiveness and applying analytical thought for problem resolution;

A solid ability to communicate effectively and efficiently both verbally and in writing to partner agencies, team members, management peers and executive managers in both DAFS and other Departments;

A proven ability to work collaboratively with financial services staff and program managers in arriving at thoughtful, best practice solutions;

An ability to balance partner agencies’ needs against compliance with laws, rules, regulations, and policies

A proven ability to supervise a staff of professional, technical and clerical personnel, and to establish and maintain effective working relationships and a team environment;

An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities;

A demonstrated ability interpreting laws, rules and regulations, applying policies and regulations, systematizing procedures, and planning and analyzing administrative activities; and implementing resolutions with a focus on efficiency and effectiveness;

Knowledge gained through education, training, and experience in functions of business operations, internal controls, and related policies and procedures; legislative process; information technology; and financial and management analysis techniques to identify and solve complex financial, human resource, and management issues.

Knowledge of accounting principles, practices, and standards, preferably governmental, including a thorough knowledge of GAAP/GASB and state/federal rules and regulations applicable to State programs, as evidenced through formal education and/or practical work experience;

Knowledge of financial and management analysis techniques to identify and solve complex issues;

Knowledge of budgeting theory, principles, practices, and techniques;

Knowledge of human resource management principles, practices and techniques.

MINIMUM QUALIFICATIONS:Candidates must demonstrate experience with complex financial and budgetary operations, with multiple competing partners and priorities, in a highly regulated environment. Candidates should have supervisory experience and understanding of personnel management.
