The Department of the Secretary of State, Bureau of Corporations, Elections and Commissions is seeking candidates for an Elections Coordinator position in the Augusta, ME office. This position provides election program analysis and carries out election preparation duties such as assisting with coding and testing memory devices for tabulating machines and accessible voting devices, reviewing and certifying candidate and initiative petitions, determining needs for procurement of election supplies and materials, preparing instructional information and providing assistance to municipal election officials on election laws and procedures. Work is performed under limited supervision. Functional supervision may be exercised over administrative and/or professional staff. The hours of this position are Monday through Friday, from 8 a.m. to 5 p.m. and occasional overtime during the election and petition certification periods. In this role you will:

Organize and implement education, information, orientation programs, in-service training, workshops, and related training functions for the media, candidates, municipalities, staff, and others in order to assist Division in providing education and training programs on election materials, laws, rules, procedures, and new voter programs.

Evaluate complex or problem election situations in order to support or respond to candidates, groups, the public and municipal officials.

Coordinate with stakeholders and municipal officials in order to implement special programs involving voters, candidates, and other groups.

Assist public officials in identifying and analyzing impacts of election law changes in order to develop recommendations.

Assist in planning, organizing, and coordinating the workflow for the Division in order to ensure special projects are appropriately staffed and goals are met within established timelines.

Review, revise and draft publications, ballots, and other election materials and coordinate the production and distribution of materials.

Gather, examine and analyze voter registration data and recommend and perform data maintenance and activities according to industry best practices; update voter registration and other election information in the State’s Central Voter Registration database (CVR).

To be successful, you will need:

Knowledge of elections, citizen initiatives and voter programs.

Knowledge of state and municipal governments and infrastructures.

Knowledge of data collection and interpretation methods and techniques.

Knowledge of or demonstrated ability to learn and navigate complex computer systems similar to the central voter registration system.

Ability to develop and present training programs to diverse groups.

Ability to work independently on complex, detailed projects.

Ability to conduct research, gather information and analyze the results.

Ability to interpret laws, rules and regulations including Title 21-A and the Maine Constitution.

Ability to reach logical conclusions and make sound decisions and recommendations.

Strong written and oral communications skills.

Demonstrated ability to pay close attention to detail.

Minimum Qualifications:

A three (3) year combination of education, training and/or experience in elections, public administration or a related field. Preference will be given to those applicants who have experience in elections or voter registration administration on a state, county or local level.
