Summary This vacancy is for a Supervisory Survey Statistician position in the Atlanta Regional Office located in Atlanta, GA. This Job Opportunity Announcement may be used to fill other Supervisory Survey Statistician, GS-1530-9/11/12 FPL-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities The incumbent applies statistical theories, techniques and methods to quantified information to manage and coordinate a highly complex census activity, or to supervise Field Representatives (FRs) assigned to work in a large census area with unique challenges. Manage data collection to ensure training and observation programs are utilizes to foster quality data collection techniques. Manage surveys to ensure data collection remains on track and within targeted budget. Ensure work schedules, assignments, and communication strategies are utilized to ensure team performance and cost efficiencies. Collect and tabulate data using a variety of methods or developing new procedures for statistical projects. Communicate progress of data collection operations to management and staff. Requirements Conditions of Employment Applicants must meet all qualification requirements by the closing date of this announcement. A supervisory probationary period may be required. Relocation expenses will not be paid. This is a NON-BARGAINING unit position. The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement. Qualifications Minimum Education Requirement: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. NOTE: As indicated in A above credit toward meeting statistical course requirements will be granted for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. Additionally, to receive credit for course work that is not catalogued on the transcript as Statistics or contain 'statistics' in the course title, applicants must attach an official course description for the course that clarifies that the course has statistical content, or written documentation (documentation must be on official school letterhead) from a professor or a school official verifying that the content of a course has either met the 50% statistics course requirements or was a statistical course if the course name in your transcript is not entitled as statistics.If you do not submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, your application will be deemed incomplete, and you will be ineligible for further consideration for this vacancy.ORCombination of education and experience - courses shown in above education requirements, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as a) sampling, b) collection, computing and analyzing data, and c) applying statistical techniques such as measurements of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. AND Specialized Experience: For GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience for this position includes assisting in the design and development of specifications for data collection and data processing requirements for statistical studies and surveys, applying advanced statistical analytical tools such as regression analysis and measures of variance to socio/economic and demographic data, and assisting in the development of professional papers or reports on such data. OR You have completed two years of progressively higher-level graduate education leading to a master's degree or you have a master's degree or equivalent graduate degree. For GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position include designing and developing specifications for data collection and data processing requirements, operating procedures, training materials, and operational schedules for statistical studies and surveys; applying advanced statistical analytical tools such as regression analysis and measures of variance to socioeconomic and demographic data, and assisting in the development of professional papers or reports; and coordinating field data collection activities for large scale statistical surveys. OR You have 3 full years of progressively higher-level graduate education leading to a doctoral degree or you have a Ph.D. degree or equivalent doctoral degree. For GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position include leading a team to plan a statistical survey or study; developing survey and data collection specifications and establishing time schedules for various phases of survey operations; establishing analytical methodology, design sampling and estimation procedures for surveys, and documenting work results and findings; and planning the analysis of the socioeconomic or demographic data developed by the survey or study. Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
