Summary This position is located in Interior Region 2, in the Planning and Compliance Division. Open to the first 100 applicants or until 06/13/2024 whichever comes first. Responsibilities This position serves as a community planner responsible for advising and coordinating matters involving planning and compliance for a variety of projects and plans for South Atlantic Gulf region parks. The position functions as project manager leading interdisciplinary teams of planning and other agency professionals to prepare a variety of planning projects and special resource studies. It requires experience in compliance with applicable federal laws and requirements; interpreting, applying, and enforcing program authorities, regulations, and policies with the National Parks Recreation Act, National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act, Wilderness Act, and Section 7 of the Endangered Species Act. Key responsibilities include the ability to prepare technical scopes, budgets, and schedules and function as a Contracting Officer Representative, and the ability to lead and facilitate meetings and working group sessions, including the ability to coordinate and work effectively with groups of people with diverse backgrounds, perspectives and interests building collaboration and consensus. Communicates effectively both orally and in writing with planning and compliance team members, regional office/park employees and the public on matters concerning park planning and NEPA compliance. Area Information: Atlanta, Georgia is a major metropolitan city with a population of approximately 496,461. Atlanta enjoys many annual events and festivals, has substantial health care facilities, spectator sports, restaurants, and many different attractions such as the APEX Museum, the Atlanta Botanical Garden, history centers, walking tours and many public parks, etc. Several colleges and universities call Atlanta home, such as the University of Georgia and Georgia Tech. Housing is available in the city, either rental properties or homes to purchase, as well as in the surrounding area, just outside the city limits, but within commuting distance. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to work on-call, evenings, weekends, holidays, and overtime. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to three (3) nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-06/13/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this series (Community Planner 0020), you must possess at least one of the following Individual Occupational Requirements for the Community Planner 0020 series by close of the announcement: (1) Have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. You must provide transcripts. -OR- (2) Have a combination of education and experience with courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. You must provide transcripts. - AND - In addition to the above requirement, in order to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) experience managing a wide range of multi-disciplinary park planning projects; (2) working independently on high visibility planning projects with the potential for controversy and significant political interest and oversight; and (3) leading or facilitating public meetings and preparing materials or presentations for public dissemination. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Sedentary work with some walking and standing except for special field assignments involving site visits to parks. Working Conditions: Primarily indoors work. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
