Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans.About the Sr. Manager (or Director), Crisis Management and Response PositionThe position may be filled as a Senior Manager or Director role, dependent upon the skills and experience of the candidate.This position leads the development, operation, and continuous improvement of the Crisis Management & Response program. The role provides leadership and supports direct reports for the implementation of the ER Program’s 3–5-year long-term strategic plan as well as related aspects of APIs-Recommended Practices for Pipeline Safety Management Systems (RP1173) and for Hazardous Liquid Pipeline Emergency Preparedness and Response (RP1174). They also lead and support implementation of the company's Spill response plans, Facility Fire Protection Plans and Facility Response Plans for all aspects of operations such as blending, storage, and barge operations. Supports the Incident Management Team, the Functional Support Center, and the Crisis Management Team. This role supports Business Continuity by ensuring Colonial has a robust all hazards response plan and approach that addresses spills, releases, weather events, security threats, fires, loss of utilities, operational impacts, pandemics, and civil disturbances.What You Get to Do:

Build and evolve the enterprise Crisis Management & Emergency Response strategy across the organization to effectively respond to and recover from complex business disruption events.

Accountable for the planning and execution of Corporate, District, and local drills and exercises, debriefs, identification of needed corrective actions, sharing lesson learned, and tracking closure of corrective actions. Expected to serve as an active member of the Spill Management Team and Crisis Management Team.

Develop long-term operational strategies in partnership with senior team members and leads the design, development, and execution of those strategies to achieve measurable outcomes in a timely, cost-effective manner.

Develop leadership at all levels and ICS positions to effectively lead emergency response incidents.

Develop and conduct executive-level training and exercises to ensure Crisis Response and broader Incident Response Team roles and functions are clear.

Provide active leadership in emergency and crisis response, adjusting or prioritizing certain actions if necessary.

Identify knowledge gaps, develop, and deliver awareness training content appropriate for varying audiences.

Serve as an active role in Colonial's Safety Management System (SMS) implementation and ownership for the Emergency Response Element. In this role, leads the identification and closure of gaps with respect to RP 1173.

Develop compliance strategies and implementation plans.

Design and teach ICS general and position specific training.

Provide technical assistance and expert guidance for development and updates to All-Hazards contingency plans and the Crisis Management Plan.

Represents the company in interactions with various federal, state, and local officials and regulators.

Lead and manage a highly productive, motivated, and driven team through effective communication, empowerment, reward, and coaching techniques. Drive professional development and employee retention efforts.

What You Bring to the Table:

Bachelor’s Degree inBusiness, Public Administration, Accounting, Finance, Emergency Management, Public Health field of study from an accredited college or university; will consider a combination of experience and/or education, such as equivalent Leadership experience in Military, Law enforcement, Fire safety, or other emergency management fields.

Ability to travel up to 50% of the time, including to rural areas.

Ideally,10+ years emergency response experience to include strategic planning for emergency preparedness and response elements.

Ideally, 7+ years of management or supervisor experience.

Expertise in demonstrated success leading emergency management and disaster operations, risk management, training, drills and exercises plan management, and regulatory compliance.

Experience working with cross-functional teams.
