The Operational Risk Manager role is to serve as an Independent Operational Resiliency Risk Manager to support oversight and challenge of Citi’s Recovery and Resolution Plans (RRP) and related operational risks to the execution of the plans.The mandate of the Independent Operational Risk Management function to oversee Citi’s Recovery and Resolution Plans is to help identify operational risks to successfully execute the plans through a review and challenge program following Citi's Independent Assurance framework. The ORM team also provides oversight to RRP development, update, and testing following established business-as-usual oversight models.Responsibilities:

Support development of operational resiliency review strategy, policy and projects related to Citi’s Recovery and Resolution Plan (RRP)

Apply operational risk management guidelines and procedures for identifying First Line of Defense (FLOD) operationalrisks to executing the RRP's

Pursue continuous improvement and challenge adoption of Lessons Learned during operational resilience related tests, exercises, and simulations

Support Risk Oversight tools development

Ensure Risk Governance framework operates efficiently, and operational losses are operating within the defined Risk Appetite parameters

Provide challenges on Key Indicators and Material Operational Risks

Work with ORM partners and First Line of Defense in the review of the documentation and reporting

Analyze, capture, and report risks. Collaborate with ORM and FLOD technical Subject Matter Experts (SMEs) and management regarding all aspects of operational capabilities for RRP

Evaluate, advise, and ensure effectiveness of Business and Technology capabilities and controls across Citi

Facilitate and disseminate best practices across Tier 1 Material Legal Entities requiring RRP

Qualifications:

5+ years of RRP, Business Continuity, Technology Disaster Recovery, Operational Resiliency, Third Party, and/or Risk Management

Direct experience with Financial Operations recovery planning and testing and/or experience with recovery and resolution plans

Skillful understanding of RRP, business continuity, disaster recovery, third party, and operational risk management lifecycle

Thought leadership and clarity in presenting ideas to senior management

Proven technical knowledge of resilience and recovery principles and processes, to include up to date knowledge of current technology solutions, including Cloud and hybrid third party solutions

Knowledge of regulatory requirements

Demonstrated analytical skills with follow-up and problem-solving capability

Education:

Bachelor’s/University degree, Master’s degree preferred

DRII, BCI, CRISC or related RRP certification preferred

Management:

Ability to work effectively with individuals with diverse backgrounds and positions

Ability to work independently

Ability to communicate complex analytical ideas effectively and persuasively

Ability to influence and stablish relationships with key stakeholders from remote locations

Functional Background:

Project management

Understanding of consumer banking business, systems and processes

Policy formulation

Technical Skills:

Deep understanding of technology risk management and response plan cycle management

Thorough understanding of global business continuity practices and industry trends
