JOB SUMMARY: This position performs as a team lead in the revenue section or budget section in the Resource Management Financial Planning and Analysis Process. This is a highly complex and responsible professional position requiring substantial administrative and technical knowledge of the Child Support Program. This position provides consultation, advice, and recommendations to others while ensuring communications with others are clear and concise and gets the information needed to do the job. The work requires applying a logical understanding of business practices and procedures in order to analyze and resolve problems. Your duties would include:

Leading major projects and initiatives which include developing and preparing special program analyses, procedural reviews and statistical evaluations which provide management information for improved analytical and program control capability.

Leading and assisting with budget management and financial statement preparation. Evaluate the impact of legislative and federal proposals on the Program’s revenue budget and management activities.

Leading the review, analysis, interpretation, impact and evaluation for all new or changing legislative state and/or federal laws, rules and regulations that may have an impact on the Program's grant, financial and reporting requirements, and provide management with related recommendations for changes.

Understanding the Child Support Program’s Public Assistance Cost Allocation Plan (PACAP).

Submitting amendments to the Federal Division of Cost Allocation (DCA) and respond timely to queries and concerns from the DCA and the Office of Child Support Services (OCSS) region office.

Providing services to contract management for the administration of subrecipient contracts to include, reviewing indirect cost rate proposals, responding to queries and other related activities.

Reviewing and determining various standard functional costs for the purposes of cost recovery.

MINIMUM REQUIREMENTS:

Six or more years of experience in government finance (accounting, auditing, budget administration, contract management, grant management, purchasing, revenue management or related.)

Proficiency in Microsoft Word and Excel.

Two or more years of experience with federal funding.

SUBSTITUTIONS:

A college degree(s) can substitute year for year for up to five years of the required experience.

PREFERENCES:

Preference given if the applicant has experience within the Child Support Program.

Preference given if the applicant has strong oral and written communications skills.

SALARY: $52,859.88 - $71,147.28.
