POSITION DESCRIPTION: Conduct thorough research on current policies and proposed legislation pertaining to transportation matters that impact the Florida Department of Transportation. Analyze data and information to identify potential policy gaps and areas for improvement. Develop and maintain a deep understanding of the federal and state legislative process and how it impacts policy decisions and funding to the department. Collaborate with team members to gather and analyze data from various sources. Provide clear and concise recommendations based on research and analysis. Monitor federal policy and law changes impacting transportation and assess their potential impact. Communicate federal and state policy and regulatory matters effectively with stakeholders, including government officials, community leaders and the public. Prepare reports, briefs, and presentations to inform decision-makers on policy issues. Stay up to date on current events and trends pertaining to federal and state policy and laws pertaining to transportation. Use critical thinking skills to evaluate the effectiveness of current policies and propose improvements to maximize the effectiveness of the department’s federal aid program. Participate in team meetings and contribute ideas to improve policy processes. Take initiative to identify and address entail issues or challenges in policy development.

Assist the manager with developing the federal aid section of the Work Program instructions, federal aid technical bulletins, and other guidance regarding the various federal aid programs. This includes review and analysis of federal and state legislation, regulations, and departmental processes. This includes review and development of implementing procedures and providing training on such processes and procedures.

Serve as the backup liaison with Federal Highway Administration (FHWA) in matters related to FHWA's Fiscal Management Information System (FMIS), and with the Office of Information Technology on matters related to Federal Authorization Management System (FAMS). This includes problem identification and resolution, and developing, testing, and implementing system enhancements. Monitor toll credits, transactions, and balances.

Serve as the backup with managing production activities pertaining to earmark and discretionary program projects and various solicitations for the federal discretionary programs. Activities include managing the fact sheet and/or application submittal process, compiling, and reproducing materials for presentation, keeping materials updated, and disseminating information to discretionary program coordinators. Handle vetting/information requests from departmental employees, FHWA and the public. Activities include running reports to obtain information, coordinating information gathering from the districts, compiling responses for submittal to FHWA, and meeting deadlines that require a quick turnaround on responses. Coordinate or assist with other applicable production activities as needed. Assist the manager with monitoring duties including production activities related to federal aid projects for assigned districts and federal aid projects which have become financially inactive or will become inactive in the near future. This includes but is not limited to monitoring pending authorization requests to ensure timely authorization, monitoring financial project status to ensure timely progression to closing, and monitoring production activities. As well as preparing monthly reports on financial inactivity for executive management.

Assist the manager with coordination with US Department of Transportation (USDOT), FHWA, Florida Office of Auditor General, Florida Department of Transportation (FDOT) Inspector General and other federal and state departments and agencies regarding audits, reviews and other information requests pertaining to federal aid programs and projects. Respond to information requests from executive management and other offices within the Department and interested third parties outside FDOT. Includes any periodic reporting requirements on programs or projects as mandated by federal or state laws and regulations.

KNOWLEDGE, SKILLS AND ABILITIES : Skills in interpreting state and federal regulations and department policy and developing and implementing guidance. Knowledge and experience and state and federal legislative processes. Skills in effective communication and ability to effectively communicate in writing and verbally. Ability to produce high-impact publications (reports, white papers, etc.) related to trends in transportation. Skills in public speaking and developing presentations to communicate complex concepts to a wide range of audiences. Ability to track and analyze impacts of policy proposals and interpreting research and data. Ability to formulate research strategies and analyze data. Knowledge and experience in working with large databases and complex financial models and spreadsheets. Knowledge of and ability to utilize Microsoft Office Suite software (Word, Excel, PowerPoint, Outlook) and web browser. Ability to establish and maintain effective working relationships with others. Ability to handle multiple assignments concurrently and within deadlines. Ability to effectively manage time while working in a fast-paced environment. Ability to work independently with a minimum of supervision.

MINIMUM QUALIFICATIONS: Ten (10) years of professional experience in the field of policy analysis. Post-secondary education may substitute on a year-for-year basis for the required experience.
