The Florida Legislature Office of Legislative Information Technology Services Job Title IT Business Analyst General Summary The successful candidate for this position will have a minimum of five years of experience as an IT business analyst. This person will possess writing skills that include requirements and user stories as well as testing skills that include test case design and test script creation. This position will work with the Legislative Committees (business) and Information Technology (IT) to produce detailed analysis, written requirements, problem description and other documents. It will also track and report on project or issue status and provide testing support. This is not a data analyst position and data analysis experience will not count toward the five years of required experience.The Office of Legislative Information Technology Services (OLITS) supports a variety of technology needs and services for the legislative units that report jointly to the Senate and House of Representatives and are housed administratively under the legislative branch.OLITS encompasses the Legislature’s Data Center, Applications, Project Management, Network, Systems Administration and Customer Support units. Application Development provides analysis and design, code development, quality assurance, delivery and ongoing support responsibilities serving the joint units and the public. The Project Management team provides project management and support to the OLITS units. The Network, Systems Administration and Customer Support unit supports approximately 300 legislative customers with email, phone services, hardware and software support, wireless network, scalable and secure IT infrastructure services.The joint units of the Florida Legislature include the: Office of Legislative Services, Florida Commission on Ethics, Office of Economic & Demographic Research, Florida Historic Capitol Museum, Office of Program Policy Analysis and Government Accountability, Office of Public Counsel, and several committees and councils.Essential Duties/Responsibilities

Foster relationships with stakeholders to build a community of trust to gain knowledge regarding their IT needs

Fully understand customer business processes

Conduct requirements gathering and analysis activities by working with stakeholders, developers, designers, QA analysts and internal/external customers

Write user stories

Collaborate with the OLITS team to ensure delivery of requirements

Communicate status to management and stakeholders

Design test cases and perform testing

Facilitate and conduct meetings while asking questions and soliciting feedback, presenting and capturing notes/requirements

Knowledge, Skills and Abilities

Experience in IT business analysis and testing as well as experience in a software development organization

Experience with agile software development

Experience in conducting thorough business process analysis to understand existing workflows and systems, document current processes and systems, create requirements for new processes and develop user stories or use cases

Ability to be an advocate for the user and provide usable and efficient solutions for their problems

Ability to analyze and interpret user requirements and adjust to rapidly changing user requirements

Ability to communicate technical information clearly and concisely, both verbal and written

Ability to understand and convey business priorities and the relative importance of their projects

Ability to translate technical information and research into non-technical language as necessary to effectively communicate with stakeholders

Develop use cases as a key communication tool between the business and technical teams

Experience writing user stories, test plans, design documentation, workflows and wireframes

Ability to be proactive and take initiative with little or vague directions to solve problems

Minimum Qualifications

A bachelor's degree from an accredited college or university in computer science, management information systems, business administration, education, communications, graphic arts, mathematics, statistics, geography, or engineering and three years of progressively responsible information systems experience. Progressively responsible information systems experience can substitute on a year-for-year basis for the required college education.

Total experience must equate to a minimum of five years related to Business Analyst work; including requirements writing and testing

Preferred Qualifications

Experience with Azure DevOps, Team Foundation Server or similar work item tracking system

Ability to process information logically

Possess excellent communication and interpersonal skills

Ability to work under deadlines

Experience with root cause analysis processes and providing solution options to internal and external stakeholders

Willingness to learn and discover new concepts

Ability to establish and maintain effective working relationships with others

Strong attention to detail, analytical skills, design skills, and ability to multitask

Salary

Hiring salary commensurate with experience with the anticipated salary of $60,000 to $80,000. The Legislature offers a competitive benefits package.
