TITLE: MANAGEMENT REVIEW SPECIALIST - SES POSITION LOCATION: TALLAHASSEE / LEON COUNTY POSITION #: 64083574 SALARY: $59,783.10 - $80,000.18 Your Specific Responsibilities: This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position will manage a group of contracted Medical and Psychological Consultants (MCPCs) and assists the Contracts & Grants Manager – SES in the management and administration of MCPC contracts. Additionally, this position will manage, direct, and supervise a unit of Operations Analyst IIs who receipt, review, route, and otherwise process MCPC invoices, maintain the MCPC schedule, assign/reassign/unassign and withdraw MCPC referrals in the Disability Case Management System, among other duties. The position is responsible for the planning, coordinating, implementing, evaluating, and monitoring activities necessary to effectively direct the section of Operations Analyst IIs to ensure that the policies, procedures, and goals established are adhered to and met by the unit. Manages the medical consultant contracts for the Tallahassee area. This includes the recruitment of new medical consultant providers, ensuring contract compliance regarding provider-directed responsibilities, managing case assignment and distribution processes, organizing, itemizing, and ensuring programmatic training with regards to the disability case processing methods, resolving provider disputes regarding decisional or insufficient assessment deficiencies noted by the Department, and overseeing/reconciling monthly invoice processes. Serves as contract manager as required by Section 287.057(15), F.S. Assists with direct oversight for the contract administration functions, including, but not limited to providing assistance with the completion of contracts, contract monitoring, review of contract invoices, tracking allocations, and associated budget forms. Inputs and updates the required contract information in the FACTS (Florida Accounting & Contract Tracking System) and the internal contract application(s). Maintains a contract routing system; ensures contracts are routed through the appropriate reviewers, including legal and budget and recommends approval of properly completed contracts. Assists in the training of contracted Medical and Psychological Consultants (MCPCs). Reviews and analyzes Social Security Disability cases for the purpose of providing guidance to contracted MCPCs and Department staff. Resolves disagreements between members of the adjudicative team (i.e., the Medical Disability Examiner and the contracted MCPC) by liaising with Division staff in the Bureau of Medical Disability Program Operations and the Bureau of Medical Disability Program Services. Uses the helpdesk application, email, or other designated system to resolve requests for technical assistance with MCPC referrals in the Disability Case Processing System. Routinely studies publications of Social Security and State agencies pertaining to the program to keep abreast of new developments and changes in medical and vocational aspects of disability. Maintains a cumulative record of each OAII’s performance data for the purpose of conducting probationary, quarterly, annual, or special performance evaluations. Coordinates and directs the activities of a unit of Operations Analyst IIs (OAIIs) to ensure that objectives are met in terms of the quantity, quality, and timeliness of work performed. Provides direction, guidance, and counsel to the Contracts & Grants Manager – SES and their staff in the management and operation of disability determination programs, policies, and responsibilities. Performs other duties as assigned. Required Knowledge, Skills, and Abilities: Knowledge of purchasing and contract rules, policies, and procedures; contract management policies and procedures. Skills and ability to utilize computer, i.e., Microsoft Word, Excel, Outlook, and other software programs, and office automation equipment. Ability to organize and determine work priorities, assign work, and ensure proper completion of work assignments. Ability to apply Social Security rules, regulations, polices, and procedures. Ability to effectively manage, direct, and evaluate employees. Ability to communicating effectively with others in writing and verbally. Ability to work independently and make independent decisions. Preferred Qualifications: Active Florida Certified Contract manager (FCCM) certification. Experience managing contracts for a specific program. Two or more years supervisory experience.
