DUTIES AND RESPONSIBILITIES:

Incumbent reports to works with and assists the Operations & Management Consultant II - SES in the duties related to the managerial position including, but not limited to, the preparation and administration of the SHINE Program Training Curriculum, including training policies and procedures for all internal training-related needs. This position is responsible for all content used for the training of SHINE Volunteer Counselors, local program paid staff, Liaisons, partners, and DOEA staff.

The incumbent will promote and conduct in-service Instruction to SHINE local program staff and SHINE Volunteer Counselors through multiple learning formats including Articulate Storyline, learning management platforms, live in-person training, and other alternative technologies. Conducts regular updates to training materials, counselor fact sheets, PowerPoint presentations, and online training modules. Ensures that all tangible training and supporting documentation is distributed to the field and maintained online. Distribute all training materials to volunteers and support staff 7 business days prior to all classes being held. Incumbents must be able to develop an expert level of understanding on all Medicare-related items and must be able to research, comprehend, and deliver complex Medicare-related information in an easily learnable format as new information becomes available.

As a SHINE SharePoint Site user, incumbent provides technical oversight and timely updates to metadata, and workflows and maintains and monitors data tracking systems that support SHINE training operations. Coordinates updates to relevant JavaScript and Visual Basic programming used in training materials. Collaborates with the Training and Research Manager in the use and creation of interactive and web-based training technologies to increase the accessibility of SHINE training. Assists with the documents on the SHINE website, uploading new files and revisions as needed. The incumbent is also responsible for keeping track of the inventory of our training materials, ordering more, securing volunteer trainers for our upcoming classes, maintaining the training calendar, tracking and coordinating the mailing of our weekly Information Updates, and preparing and shipping all student materials to the field for classes.

Responsible for the design, implementation, maintenance, and monitoring of data tracking systems in support of SHINE, SMP, and MIPPA training operations. This would include cross-training and utilization of the SHINE training database, Online Training Modules, in-person training, and technical training applications. Performs detailed research and analysis of laws, policies, procedures, programs, and updates related to Medicare and health insurance for the aged and disabled.

Assists with the design and implementation of grant-funded initiatives to demonstrate innovative service delivery models. Participation includes preparation of management materials, assistance with the development of organizational protocols, establishment of quality assurance standards, and involvement with workgroup activities that support the initiative. Provides staff support for internal and external activities involving the Department and partners from the aging network, state agencies, stakeholder groups, and other entities relevant to meeting project objectives.

Serves as one of the backup staff members for responding to Correspondence Tracking assignments and providing timely and appropriate information to address the needs of those contacting the Department for assistance.

Maintain up-to-date knowledge of federal and state laws and rules about the oversight of the training program.

Incumbent must be able to meet the following:

Possess strong written and oral communication skills, required for public speaking and report writing, use correct grammar, punctuation, and spelling. Is detail-oriented and able to enter data accurately into a computerized system. Able to navigate multiple computer screens, applications, and online research engines. Basic proficiency in Microsoft Windows Operating environments and Office Suite products to include Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.

Ability to prepare clear, complete, concise, and accurate records, reports, correspondence, and other documentation in a logical format within established timeframes.

Ability to demonstrate a professional and courteous demeanor. Ability to establish and maintain cooperative working relationships with the public and staff. Ability to work independently and with teams at the unit and agency where appropriate.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Ability to organize complex data into user-friendly formats for presentations and written materials.

Excellent verbal and written communication skills.

Knowledge of the aging network of service providers and the services they provide. Knowledge of the issues related to aging, disability, and long-term care.
