The Work You Will Do: The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes. The Difference You Will Make: In 1855 The Trustees of the Internal Improvement Trust Fund was created as an agency of the Florida government. In 1841, the U.S. government had granted each state in the union 500,000 acres. Combined with the land received because of the Swamp and Overflowed Lands Act of 1850, the Trustees had more than 21 million acres under its control. Since then, Florida has worked to protect and conserve natural resources. This position is located in the Bureau of Survey and Mapping. Acquisition Survey Section: The primary function of this section is to prepare appraisal maps, agenda maps and procure survey products to assist in land acquisition and land disposition. This section contracts with private survey firms to provide surveying services. Other functions include reviewing surveys, sketches and legal descriptions, as well as calculating areas and preparing maps for upland easements affecting state lands, submerged land leases, upland leases and regulatory conservation easements. Your Specific Responsibilities:

Performs engineering review as to duties stated below:

Perform engineering review research, survey field work, inspections and associated surveying and mapping work necessary in determining and identifying the boundaries of State-owned lands. Work with Department Staff and other Managing State Agencies in the determination and identification of State land boundaries.

Research, calculate and provide mean high-water line, ordinary high-water line and safe upland line information to determine the boundaries of State sovereign submerged lands. Apply the research to sovereign submerged land leases and easements as well as State Land upland boundaries. Provide the information to Department Staff, private surveyors and mappers and the public.

Review and prepare legal descriptions, sketches of descriptions, agenda maps, appraisal maps, surveys, area calculations and other surveying and mapping professional products and services as needed by the Department, other State Agencies, Water Management Districts, local Governments and non-profit organizations.

Reviews applications to clear title to formerly sovereignty lands.

Performs other related surveying and mapping work as assigned.

Performs other duties as needed.

Required Knowledge Skills and Abilities:

Knowledge of:engineering, land surveying and mapping terminology, principles, tools and techniques. Skilled in:using land surveying instruments and equipment; preparing maps; operating a personal computer; the use of the Oculus Document Management System; the use of the Board of Trustees Lands Database system (BTLDS). Ability to:collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices; exercise sound independent judgment; analyze and interpret land surveying data; determine work priorities, assign work and ensure proper completion of work assignments; communicate technical information verbally and in writing; establish and maintain effective working relationships with others; understand and apply applicable rules, regulations, policies and procedures; perform technical surveying tasks.
