JOB DUTIES: This professional and highly technical position is responsible for both the acquisition and closing process of Florida Department of Agriculture and Consumer Services Rural and Family Lands Protection Program (RFLPP) conservation land initiatives through project development, due diligence, and related real estate acquisition and closing process. This position is responsible for acquiring these lands through negotiation, donation, swap, or other transaction, and is independently responsible for multiple assigned projects. Coordinates the acquisition of state lands with governmental and partner agencies, and landowners/land representatives from project initiation through transaction closing. Obtains by contracting, or by other means, the title information, maps, appraisals, environmental site assessments, and surveys, along with field verification of these items if necessary. Initiates, prepares, and reviews real estate acquistion and closing documents. Requires extensive knowledge of real estate processes and procedures. Works with local, state, federal, and non-profit partners to secure funding for acquisition projects. Responsible for internal and external tracking of assigned RFLPP land acquisition projects to ensure timely completion. Ensures that the RFLPP acquisitions are in accordance with Sections 570.70-715, F.S., Rule Chapter 5I-7, FAC., and other applicable regulatory authorities and policies. Requires extensive interaction with stakeholders to include landowners, land representatives, and service contractors/providers. Coordinates the real estate closing process to ensure to ensure that all parties agree with the terms of the acquisition, close the conservation easement land acquisition transactions, submit all final documents for legal revivew, and provide quality assurance/quality control for post-closing documents, scanning preparation, and submitting all post-closing documents to appropriate agencies and bureaus. Provides assistance in the development of acquisition closing plan forecasts, timelines, and other related land acquisition and closing matters. Prepares reports and documents, to include detailed data spreadsheets, related to RFLPP projects and processes. Creates and maintains electronic records for assigned projects. Responsible for accuracy and compliance with Sections 570.70-715, F.S., Rule Chapter 5I-7, FAC., and other applicable regulatory authorities and policies. Requires attention to detail and flexibility to manage multiple projects. Administers, interprets, and explains policies, rules, regulations and laws. Ensures compliance with all state and federal statutes, rules, current policies, and acquisition and closing procedures regarding all land acquisition activities that are handled by the RFLPP. Performs related work as required. KNOWLEDGE, SKILLS, AND ABILITIES:
