Your Specific Responsibilities: This is a professional position in the Administrative Services Division of the Martin County Health Department performing budgetary and accounts receivable duties. The incumbent in this position develops, maintains and analyzes budgets for the health department; and, prepares reports comparing budgeted costs to actual costs. The incumbent analyzes budget trends to assist management with projecting future revenues and expenses. The incumbent in this position is responsible for the accurate processing and documenting of all accounts receivable activities in the health department. The incumbent conducts periodic audits on internal controls and make adjustments as necessary based on audit findings. The incumbent in this position must be proficient in accounting principles and financial analyses. The incumbent must be able to exercise good sound judgment and work independently with minimal day-to-day supervision. The incumbent in this position functions under the general direction of the Administrative Services Director I – SES. Budget Perform budgetary duties, including but not limited to, preparing, analyzing and modifying spending plan, county budget, and special funding sources to maintain an average cash balance no higher than 8.5% annually. Generate financial reports for management to assist in budget projections; and, monitoring programmatic budget trends to minimize budget amendment requests. Train new supervisors on budget process and tools, such as, FIRS, Administrative Snapshot, etc. Facilitate budget planning process with Leadership Team. Security-3V, Section 1-3. This position meets the criteria for confidentiality as defined in Section 447.203(s), Florida Statutes, by having a significant role in the administration of budget preparation and planning in the Administrative Services Office of the Martin County Health Department. Reviews all purchases orders prior to submission to ensure funds availability and proper coding and alignment with budget. Change fund custodian. Monitors financial status of assigned product lines to ensure alignment of expenses and revenues with OCAs, training of L4 managers, preparation of annual grant requests, monthly grant reporting. Responsible for Certified forward processing and is the primary liaison between fiscal and general services. Is a contract manager for revenue contracts in excess of $100K requiring both DOH training completion and obtaining Florida Certified Contract Manager training and certification. Primary CHD financial oversight of all Children’s Services Council Grants supporting School health, Breastfeeding Support and the Dental Sealant Programs. Accounts Receivable Process accounts receivable, duties include but are not limited to, daily reconciliation of cash drawers and cash deposits along with appropriate documentation on any variances. Input financial data into HMS, such as, fee schedules, insurance checks, and client payments made by mail. Assist in processing invoices for special services not billed through the Health Management System (HMS). Provides training to cashiers and other fiscal staff to ensure proper accounting for and audit of change and cash funds. Internal Controls Maintain accounting records in compliance with State/County policies and procedures. Audits clinic encounter forms, HMS billing and posting, cash drawer, and deposits; and, implements internal controls for safe handling of all health department funds. Complete Summary Reports for Bureau of Revenue Management and Budget Management annually to identify opportunities for improvement in both areas. Prepares annual financial statements. Other Duties Perform other duties as required in support of Agency’s vision and mission. Member of the CHD Safety Committee and Management Team providing Financial Oversight where required. Conducts quarterly med room inventories in cooperation with Medical Director. Other job-related requirements for this position: Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in a Special Needs or Red Cross Shelter, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Qualifications: Minimum:

A valid driver’s license

Two years of experience in government accounting including budgetary and management principles as implanted in government agencies.

Two years of experience budgeting, managing, and monitoring the appropriate and timely use federal, state, and local funds.

Two years experience managing government contracts.

Two years of experience supporting project, program, grant or department managers with annual budgeting and ongoing monitoring and management.

Able to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Preferred:

Bachelors’ degree from an accredited college.

Five or more years in Florida state government accounting in a health related, financial or state management agency.

Florida Certified Contract Manager.
